Abstract

Wilayah pesisir Surabaya memiliki potensi ekonomi yang besar, tetapi pengelolaannya belum sepenuhnya mendukung keberlanjutan lingkungan dan kesejahteraan masyarakat. Konsep blue economy dapat menjadi pendekatan strategis untuk memanfaatkan sumber daya pesisir secara optimal dan berkelanjutan. Kebun Raya Mangrove Gunung Anyar Surabaya berperan sebagai kawasan konservasi yang memiliki peluang dikembangkan dengan konsep tersebut. Penelitian ini bertujuan untuk menganalisis potensi penerapan blue economy di Kebun Raya Mangrove dengan melihat aspek sosial, ekonomi, dan lingkungan. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus. Data penelitian diperoleh melalui observasi lapangan, wawancara mendalam dengan pengelola, pelaku UMKM, dan masyarakat sekitar, serta dokumentasi. Hasil penelitian menunjukkan Kebun Raya Mangrove berpotensi menjadi pusat edukasi, ekowisata, serta pengembangan produk olahan mangrove yang dapat meningkatkan pendapatan masyarakat pesisir. Namun, pengembangan kawasan ini masih menghadapi tantangan berupa keterbatasan infrastruktur, teknologi, dan rendahnya kesadaran masyarakat. Penelitian ini menyimpulkan bahwa pengelolaan Kebun Raya Mangrove dengan prinsip blue economy dapat mendukung pelestarian ekosistem sekaligus membuka peluang ekonomi baru yang inklusif dan berkelanjutan bagi masyarakat pesisir.

The coastal area of Surabaya has significant economic potential, but its management has not fully supported environmental sustainability and community welfare. The blue economy concept can be a strategic approach to optimize and sustainably utilize coastal resources. The Gunung Anyar Mangrove Botanical Garden acts as a conservation area with opportunities to be developed through this concept. This study aims to analyze the potential implementation of the blue economy in the Mangrove Botanical Garden by examining social, economic, and environmental aspects. The research uses a descriptive qualitative method with a case study approach. Data were collected through field observations, in-depth interviews with managers, local MSMEs, and surrounding communities, as well as documentation. The results show that the Mangrove Botanical Garden has the potential to become a center for education, ecotourism, and mangrove-based product development, which can increase coastal community income.
However, the area still faces challenges such as limited infrastructure, technology constraints, and low public awareness. This study concludes that integrated management of the Mangrove Botanical Garden based on blue economy principles can support ecosystem conservation while creating new inclusive and sustainable economic opportunities for coastal communities.
