Abstract

In Indonesia, the construction sector is one of the sectors with the highest level of occupational accidents. The number of accidents at the workplace is still high when it comes to construction projects despite the existence of Occupational Health and Safety (OHS) policies. This research took the ITS Tower 3 Construction Project in Surabaya, East Java, as a case study to identify hazardous, assess risk, and conduct preventive measures. The most important goal of this study is to investigate safety risk and formulate some recommendations to mitigate them to reduce workplace accidents. Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method was conducted to systematically identify hazards and risks at the project. Data was collected through interviews, surveys, and field observations. Risks are identified under certain levels based on their probability and severity. The study looks at the specific construction processes such as excavation, structural, and finishing, which are exceedingly prone to extreme hazards such as falling from heights, exposure to hazardous materials, and equipment failure. Outcomes are due in part to a rigorous risk assessment for the ITS Tower 3 Construction Project identifying key hazards and control measures.Subsequently, risk mitigation strategies were formulated such as developing & implementing better safety procedures, encouraging the need & use of Personal Protective Equipment (PPE) and badging safety supervisors. This research can provide useful information regarding the implementation of OHS in future construction project in Indonesia towards a more sustainable and safe work environment.

Di Indonesia, sektor konstruksi merupakan salah satu sektor dengan tingkat kecelakaan kerja tertinggi. Angka kecelakaan di tempat kerja masih tinggi pada proyek konstruksi meskipun sudah ada kebijakan Keselamatan dan Kesehatan Kerja (K3). Penelitian ini menggunakan Proyek Pembangunan ITS Tower 3 di Surabaya, Jawa Timur, sebagai studi kasus untuk mengidentifikasi bahaya, menilai risiko, dan melakukan tindakan pencegahan. Tujuan utama dari penelitian ini adalah untuk menemukan faktor risiko konteks kerja dan memberikan saran untuk memitigasinya untuk mengurangi kecelakaan kerja. Penelitian ini menggunakan metode Hazard Identification, Risk Assessment, and Risk Control (HIRARC) untuk mengidentifikasi bahaya di tempat kerja secara sistematis. Data dikumpulkan melalui wawancara, survei, dan observasi lapangan. Risiko diidentifikasi di bawah tingkat tertentu berdasarkan probabilitas dan tingkat keparahannya. Studi ini melihat proses konstruksi tertentu seperti penggalian, struktur, dan finishing, yang sangat rentan terhadap bahaya ekstrem seperti jatuh dari ketinggian, paparan bahan berbahaya, dan kegagalan peralatan. Hasil ini sebagian disebabkan oleh penilaian risiko yang ketat untuk Proyek Konstruksi ITS Tower 3 yang mengidentifikasi bahaya utama dan langkah-langkah pengendalian. Tujuan utama dari proyek ini adalah untuk meminimalkan kecelakaan dengan berfokus pada strategi mitigasi risiko seperti mengembangkan & menerapkan prosedur keselamatan yang lebih baik, mendorong kebutuhan & penggunaan Alat Pelindung Diri (APD) dan memberikan lencana kepada pengawas keselamatan. Penelitian ini dapat memberikan informasi yang berguna mengenai implementasi K3 di proyek konstruksi di masa depan di Indonesia menuju lingkungan kerja yang lebih berkelanjutan dan aman.
