Abstract
Praktik ekonomi hijau bertujuan untuk menjaga keseimbangan aktivitas ekonomi, sosial dan lingkungan pada berbagai aktivitas sosio-ekonomi. Di Indonesia, praktik ekonomi hijau mengacu pada pembangunan rendah karbon dan diukur kinerjanya oleh Bappenas melalui Indonesia Green Economy Index (GEI). Selama tahun 2011 – 2019, indikator share of renewable energy pada GEI memiliki performa rendah karena belum mencapai target bauran energi nasional, yaitu sebesar 23% pada tahun 2025. Meskipun terdapat program smart city yang berorientasi pada implementasi ekonomi hijau, khususnya transisi energi, target bauran energi baru dan terbarukan belum tercapai pada tahun 2024. Penelitian ini bertujuan untuk memberikan rekomendasi strategi pada smart city di Indonesia untuk mendorong ketercapaian target bauran energi. Metodologi yang digunakan meliputi composite performance index untuk menyusun indeks ekonomi hijau yang berfokus pada transisi energi di smart city, balanced scorecard untuk merumuskan strategi dan sistem dinamik untuk pemodelan skenario kebijakan. Hasil penelitian menunjukkan bahwa pembangkit listrik energi baru dan terbarukan menjadi faktor signifikan untuk mencapai target tersebut dengan bobot nilai 0,24. Selain itu, strategi yang direkomendasikan untuk mendukung ketercapaian target melalui sektor ketenagalistrikan meliputi optimalisasi kuota PLTS atap melalui Comunity Based Renewable Energy (CBRE) serta peningkatan spesifikasi teknologi pada Pembangkit Listrik Tenaga Air (PLTA) dan Pembangkit Listrik Tenaga Panas Bumi (PLTP)

Green economy practices aim to balance economic, social, and environmental aspects across various socio-economic activities. In Indonesia, the green economy is aligned with low�carbon development and its performance is measured by the Indonesia Green Economy Index (GEI), developed by Bappenas. Between 2011 and 2019, the share of renewable energy indicator in the GEI showed low performance, failing to meet the national energy mix target of 23% by 2025. Although the smart city program has been implemented with a focus on green economy practices—particularly energy transition—the target for the renewable energy mix remained unmet by 2024. This study aims to provide strategic recommendations for smart cities in Indonesia to support the achievement of renewable energy mix targets. The methodology combines a composite performance index to construct a green economy index focused on energy transition in smart cities, the balanced scorecard approach to formulate strategic initiatives, and system dynamics modelling to simulate policy scenarios. The results indicate that the development of renewable energy power plants is a significant factor in achieving the target, with the highest weight of 0.24. Recommended strategies include optimizing rooftop solar power plant (PLTS) quotas through Community-Based Renewable Energy (CBRE) and enhancing technological specifications of hydropower (PLTA) and geothermal (PLTP) power plants.
