Abstract

Penanganan risiko menjadi salah satu faktor yang bepengaruh pada kondisi stabilitas perusahaan, bahkan bisa mengakibatkan perusahaan bangkrut. Laporan tahunan Allianz Risk Barometer pada tahun 2020 menunjukkan bahwa risiko terbesar yang dihadapi bisnis saat ini adalah risiko terkait data dan cyber (39%), gangguan bisnis (37%), dan risiko politik (27%). Laporan tersebut juga menunjukkan bahwa 60% dari perusahaan tersebut tidak mempertimbangkan risiko yang tak terduga. Upaya identifikasi dan penanganan risiko terkait pencapaian kinerja perusahaan dapat diakomodasi melalui penerapan manajemen kinerja berbasis risiko.
Tindakan pengelolaan risiko yang telah dilakukan PDAM Surya Sembada mengacu pada ISO 31000 sesuai dengan standar yang ditentukan oleh Badan Standarisasi Nasional. Penelitian yang dilakukan tersebut berbasis Risk Based Performance Management (RBPM) dengan pendekatan Strategy Objective at Risk (SOAR) . Tahapan diawali dengan identifikasi risiko, risk metrics, dan Key Risk Indicator (KRI) dari tiap Key Perforamnce Indicator (KPI). Jumlah risiko yang telah diidentifikasi berjumlah 82 risiko, sedangkan untuk risk metrics berjumlah 145. Setelah itu, dilakukan identifikasi penangan risiko melalui risk control dan control metrics. Jumlah risk control yang telah diidentifikasi berjumlah 182, sedangkan untuk control metrics berjumlah 215. Penilaian risiko dilakukan dengan parameter probability dan impact untuk mengetahui ranking risiko dan pemetaan risikonya. Parameter impact dilakukan terhadap aspek operasional perusahaan, pelayanan pelanggan, keuanganan perusahaan dan sumber daya manusia sesuai dengan aspek penilaian kinerja PDAM Surya Sembada. Dari hasil penilaian dilakukan penentuan risk response sebagai upaya penanganan yang tepat untuk risiko. Hasil dari penentuan risk response ditemukan delapan terminate risk, 26 treat risk, tiga transfer risk dan satu tolerate risk. Hasil akhir dari penelitian berupa risk scorecard untuk visualisasi manajemen risiko. Dengan begitu, penelitian dapat membantu PDAM Surya Sembada dalam proses identifikasi risiko dan penentuan penanganan yang tepat.

Handling risk is one of the factors that affect the stability of the company even cause the company to go bankrupt. The annual Allianz Risk Barometer report in 2020 shows that the biggest risks facing businesses today are data and cyber-related risks (39%), business interruption (37%), and political risks (27%). The report also shows that 60% of companies do not consider unexpected risks. Efforts to identify and address risks related to the achievement of company performance can be accommodated through the implementation of risk-based performance management. Risk management actions that have been carried out by PDAM Surya Sembada refer to ISO 31000 in accordance with the standards set by the National Standardization Agency. The research conducted is based on Risk Based Performance Management (RBPM) with the Strategy Objective at Risk (SOAR) approach. The stage begins with the identification of risks, risk metrics, and Key Risk Indicators (KRI) from each Key Performance Indicator (KPI). The number of risks that have been identified amounted to 82 risks, while for risk metrics amounted to 145. After that, identification of risk handling is carried out through risk control and control metrics. The number of risk controls that have been identified is 182, while the number of control metrics is 215. Risk assessment is carried out with probability and impact parameters to determine the risk ranking and risk mapping. The impact parameter is carried out on the operational aspects of the company, customer service, corporate finance and human resources in accordance with the aspects of the performance assessment of PDAM Surya Sembada. From the results of the assessment, a risk response is determined as an effort to handle the risk appropriately. The results of determining the risk response found eight terminate risk, 26 treat risk, three transfer risk and one tolerate risk. The result of the research is a risk scorecard for risk management visualization. That way, the research can help PDAM Surya Sembada in the process of identifying risks and determining appropriate handling.
