Abstract

Proyek peningkatan kualitas merupakan salah satu strategi penting dalam mencapai efisiensi proses dan meningkatkan kepuasan konsumen di perusahaan manufaktur. Namun, tidak semua proyek peningkatan kualitas berhasil dalam pelaksanaannya. Kondisi ini menyebabkan pemborosan sumber daya tanpa tercapainya tujuan kualitas. Oleh karena itu, risiko-risiko yang berpotensi menghambat keberhasilan proyek perlu dikelola secara sistematis. Penelitian ini bertujuan untuk mengembangkan framework manajemen risiko guna mengelola risiko pada proyek peningkatan kualitas, sekaligus mengidentifikasi faktor-faktor kritis keberhasilannya. Framework yang dikembangkan mengintegrasikan framework ISO 31000 dengan siklus POAC (Planning, Organizing, Actuating, dan Controlling). Tahap Planning mencakup perencanaan manajemen risiko dan penetapan ruang lingkup proyek. Tahap Organizing mencakup tata kelola pelaksanaan manajemen risiko, kemudian tahap Actuating berfokus pada penerapan framework melalui tahapan DMAIC (Define, Measure, Analyze, Improve, dan Control). Setiap tahapan DMAIC disertai dengan aktivitas pengukuran risiko, yaitu analisis risiko, evaluasi risiko, dan penanganan risiko yang dicatat dalam risk register. Tahap akhir, yaitu Controlling, memastikan pengendalian risiko melalui komitmen pimpinan dan kebijakan organisasi. Untuk mengidentifikasi faktor-faktor kritis kesuksesan proyek peningkatan kualitas, penelitian ini mengintegrasikan metode PLS-SEM dan Importance-Performance Analysis (IPA). PLS-SEM digunakan untuk mengembangkan dan memvalidasi model konseptual yang mencakup variabel Prinsip Manajemen Kualitas (QMP), Penerapan Manajemen Risiko (RMI), Penerapan Proyek Peningkatan Kualitas (QIPI), serta Faktor Kritis Kesuksesan Proyek Peningkatan Kualitas berbasis Risiko (RMQIP). Nilai rata-rata tingkat kepentingan diperoleh dari nilai outer loading, sementara kinerja diperoleh dari hasil survei. Metode IPA digunakan untuk menentukan faktor-faktor yang menjadi prioritas perbaikan. Hasil penelitian ini menunjukkan dua kontribusi utama. Pertama, framework manajemen risiko yang dikembangkan terbukti efektif dalam mengelola risiko pada setiap tahapan proyek, mulai dari perencanaan hingga pengendalian. Kedua, faktor-faktor kritis keberhasilan proyek peningkatan kualitas mengonfirmasi adanya pengaruh positif dari QMP, RMI, dan QIPI terhadap keberhasilan RMQIP. Namun, efek mediasi QIPI antara RMI dan RMQIP menunjukkan hubungan yang lemah dan tidak signifikan. Sebaliknya, pengaruh langsung dari QMP dan RMI menunjukkan dampak positif terhadap keberhasilan proyek peningkatan kualitas.

Quality improvement projects are one of the essential strategies in achieving process efficiency and increasing consumer satisfaction in manufacturing companies. However, not all quality improvement projects are successful in their implementation. This leads to a waste of resources without achieving quality goals. Therefore, risks that can hinder the project's success need to be managed systematically. This research aims to develop a risk management framework to manage risks in quality improvement projects while identifying critical factors for their success. The framework was developed by integrating the ISO 31000 and POAC (Planning, Organizing, Actuating, and Controlling) cycle. The Planning Stage includes risk management planning and determining the scope of the quality improvement project. The Organizing stage includes the governance of risk management, and the actuating stage focuses on the implementation of the framework through the DMAIC (Define, Measure, Analyze, Improve, and Control) stage. Each stage of DMAIC is accompanied by risk measurement activities, namely risk analysis, evaluation, and management, which are recorded in the risk register. Finally, risk control should be ensured through leadership commitment and organizational policies at the controlling stage. To determine the critical factors for the success of quality improvement projects, this study integrates the PLS-SEM and Importance-Performance Analysis (IPA) methods. SEM PLS is used to develop and validate conceptual models that include the variables of Quality Management Principles (QMP), Risk Management Implementation (RMI), Quality Improvement Project Implementation (QIPI), and Critical Factors of Risk-based Quality Improvement Project Success (RMQIP). The average level of interest is obtained from the value of outer loading, while the performance is from the survey results. The IPA determines the factors that are the priority for improvement. The results of this study show two main contributions. First, the quality improvement project risk management framework is developed to effectively manage risks at every stage from planning to control. Second, the critical factors of the successful implementation of the quality improvement project confirm the positive impact of QMP, RMI, and QIPI on the success of RMQIP. Still, the mediating effect of QIPI between RMI and RMQIP is weak and insignificant. The direct effects of QMP and RMI positively impact the success of quality improvement projects.
