Abstract
Indonesia yang masih bergantung pada bahan bakar minyak memerlukan infrastruktur penyimpanan yang aman, efisien, dan berkelanjutan guna mendukung ketahanan energi nasional. Tangki timbun merupakan komponen kunci, dengan proses erection shell sebagai tahapan konstruksi berisiko tinggi yang berdampak signifikan terhadap waktu pelaksanaan dan biaya proyek. Tantangan utama dalam pekerjaan ini adalah memilih metode erection shell yang paling optimal dari segi efisiensi waktu, biaya, dan keselamatan kerja. Metode jack up dengan sistem penyangga hidrolik dinilai memiliki keunggulan dalam percepatan pekerjaan dan pengurangan risiko kecelakaan kerja dibandingkan metode scaffolding konvensional, yang meskipun lebih fleksibel dan umum digunakan, memerlukan waktu lebih lama serta berisiko lebih tinggi. Penelitian ini bertujuan untuk menganalisis perbandingan antara kedua metode tersebut dalam proyek pembangunan tangki timbun di Terminal Bahan Bakar Minyak Medan Group, Labuhan Deli. Pendekatan kuantitatif digunakan melalui pengumpulan data primer dan sekunder terkait durasi pekerjaan, kebutuhan tenaga kerja, biaya material dan peralatan, serta aspek keselamatan kerja. Data dianalisis menggunakan metode komparatif untuk mengevaluasi efektivitas dan efisiensi masing-masing metode berdasarkan parameter teknis dan ekonomi. Hasil penelitian menunjukkan bahwa metode jack up mampu mengurangi durasi pekerjaan hingga 34,25% dibandingkan dengan metode scaffolding, sedangkan pekerjaan dengan metode scaffolding dapat menekan biaya keseluruhan pekerjaan sebesar 12,6 % dibandingkan dengan metode jack. Namun, metode jack up juga menunjukkan peningkatan signifikan dalam aspek keselamatan kerja, menjadikannya alternatif yang lebih unggul untuk diterapkan pada proyek-proyek serupa di masa mendatang.

Indonesia, which remains highly dependent on fuel oil, requires safe, efficient, and sustainable storage infrastructure to support national energy security. Storage tanks are a key component, with shell erection being a high-risk construction stage that significantly affects project duration and overall cost. The main challenge in this process lies in selecting the most optimal shell erection method in terms of time efficiency, cost, and occupational safety. The jack-up method, equipped with a hydraulic support system, is considered superior in accelerating construction work and reducing the risk of accidents compared to the conventional scaffolding method, which, although more flexible and widely used, takes longer and poses higher safety risks. This study aims to analyze a comparison between the two methods in the construction of a storage tank at the Medan Group Fuel Terminal, Labuhan Deli. A quantitative approach was employed by collecting primary and secondary data related to work duration, labor requirements, material and equipment costs, and safety aspects. The data were analyzed using a comparative method to evaluate the effectiveness and efficiency of each method based on technical and economic parameters. The results showed that the jack up method was able to reduce the duration of work by 34,25 % compared to the scaffolding method, while the scaffolding method can reduce the overall cost of work by 12,6% compared to the jack up method.In addition, the jack-up method demonstrated a significant improvement in work safety, making it a more favorable alternative for similar future projects.
