Abstract

PT X merupakan perusahaan telekomunikasi yang sejak tahun 2014 mengalihkan fokus strategis dari B2C ke B2B, dengan mengembangkan solusi digital bagi segmen korporasi, pemerintah, dan UMKM. Penyusunan KPI di PT X selama ini dilakukan sebagai bagian dari perencanaan strategis tahunan dan melalui proses berjenjang hingga mendapat pengesahan dari Board of Directors (BOD). Namun, proses tersebut belum sepenuhnya menggunakan kerangka pengukuran kinerja yang terstruktur secara strategis dan menyeluruh, seperti metode Balanced Scorecard (BSC). Berdasarkan kondisi tersebut, penelitian ini bertujuan untuk merancang sistem pengukuran kinerja berbasis Balance Scorecard dan juga mengevaluasi job description di departemen business planning. Dalam penelitian ini, sasaran strategi dan Key Performance Indicators (KPI) dirancang mulai dari tingkat perusahaan hingga departemen. Khusus pada departemen business planning, dilakukan proses cascading sasaran strategi, penyusunan job description, serta perumusan KPI properties untuk memperjelas arah pengukuran. Pembobotan dilakukan pada masing-masing perspektif, sasaran strategi, dan KPI menggunakan metode Analytical Hierarchy Process (AHP) dengan bantuan perangkat lunak Expert Choice. Hasilnya, ditemukan 12 sasaran strategi dan 29 KPI di tingkat perusahaan, serta 10 sasaran strategis dan 21 KPI di tingkat departemen. KPI “Persentase kenaikan pendapatan layanan digital B2B per kuartal” menjadi prioritas tertinggi di tingkat perusahaan, sementara “Tingkat pemanfaatan aset digital dalam operasional B2B” menjadi prioritas tertinggi di tingkat departemen.

PT X is a telecommunications company that, since 2014, has shifted its strategic focus from B2C to B2B by developing digital solutions for corporate clients, government institutions, and SMEs. KPI formulation at PT X has generally been carried out as part of the annual strategic planning process and goes through a tiered approval system up to the Board of Directors (BOD). However, the process has not fully adopted a comprehensive and strategically structured performance measurement framework such as the Balanced Scorecard (BSC). In response to this condition, this study aims to design a performance measurement system based on the Balanced Scorecard and to evaluate the job descriptions within the business planning department. Strategic objectives and Key Performance Indicators (KPIs) are designed from the corporate level down to the departmental level. Specifically for the business planning department, the process includes cascading strategic objectives, developing job descriptions, and formulating KPI properties to clarify the direction of measurement. Weighting is applied to each perspective, strategic objective, and KPI using the Analytical Hierarchy Process (AHP) method with the support of Expert Choice software. The results show 12 strategic objectives and 29 KPIs at the corporate level, and 10 strategic objectives and 21 KPIs at the departmental level. The KPI “Quarterly growth percentage of B2B digital service revenue” ranks as the top priority at the corporate level, while “Utilization rate of digital assets in B2B operations” ranks highest at the departmental level.
