Abstract
Berdasarkan RUED (Rencana Umum Energi Daerah) Provinsi Sumatera Selatan yang telah ditetapkan melalui Peraturan Daerah (Perda) No.4 tahun 2020 tentang Rencana Umum Energi Daerah Provinsi Sumatera Selatan tahun 2020 – 2050 didapatkan bahwa potensi pengembangan Pembangkit Listrik Tenaga Surya (PLTS) di Provinsi Sumatera Selatan menduduki peringkat pertama yaitu sebesar 17.232 MW. Selanjutnya, menurut Perda Provinsi Sumatera Selatan bahwa pembangunan PLTS on grid dengan target total kapasitas paling sedikit 296 MW hingga tahun 2025 dan 5.170 MW hingga tahun 2050 di lokasi yang berdekatan dengan gardu induk atau fasilitas eksisting yang dibangun oleh PLN. Realisasi pemasangan PLTS di Sumatera Selatan masih sangat jauh yaitu sebesar 12,441 MW. Hal ini masih membutuhkan pengembangan PLTS sebesar 283,559 MW hingga tahun 2025. Penelitian ini bertujuan untuk mengevaluasi potensi yang ada pada kabupaten/kota di wilayah Sumatera Selatan untuk dikembangkan PLTS. Penelitian ini menggunakan metode Analytic Hierarchy Process (AHP), Analisis data dan pemetaan ArcGIS, analisis Technique for Others Preference by Similarity to Ideal Solution (TOPSIS) dan analisis techno – economy. Kriteria yang digunakan pada AHP yaitu berdasarkan data Environmental, Location, Economic, Climatic, Social Acceptance dan Regulation Compliances dan masing – masing kriteria memiliki sub kriteria. Selanjutnya kriteria dan sub kriteria dilakukan pairwise comparasion untuk menganalisis faktor bobot masing – masing. Melalui metode TOPSIS dilakukan penilaian dari masing – masing bobot kriteria untuk dianalisis berdasarkan data dan perhitungan sehingga didapatkan alternatif yang paling sesuai. Berdasarkan analisis menggunakan metode AHP – TOPSIS dan analisis techno – economy yang mengacu ke aspek teknis, RUED, PERDA dan aspek ekonomi didapatkan bahwa wilayah yang menjadi solusi ideal dilakukan pengembangan PLTS di Provinsi Sumatera Selatan yaitu Musi Banyuasin.

According to the Regional Energy Plan (REP) of South Sumatra Province, established by Regional Regulation No. 4 of 2020 regarding the REP for the period of 2020–2050, South Sumatra ranks first in Indonesia in terms of potential for Solar Power Plant (PLTS) development, with an estimated capacity of 17.232 MW. Furthermore, this regulation mandates the construction of on-grid PLTS installations with minimum capacity targets of 296 MW by 2025 and 5.170 MW by 2050, primarily in areas adjacent to substations or existing facilities owned by PLN (the state-owned electricity company). However, the current realization of PLTS installations in the province remains significantly low with only 12,441 MW installed to date indicating a substantial gap of 283,559 MW required to meet the 2025 target. This study aims to evaluate and identify potential districts and cities within South Sumatra Province suitable for further PLTS development. The methodology integrates the Analytic Hierarchy Process (AHP), spatial data analysis and mapping using ArcGIS, the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), and a comprehensive techno-economic analysis. The AHP component evaluates six primary criteria: Environmental, Location, Economic, Climatic, Social Acceptance, and Regulatory Compliance, each consisting of multiple sub-criteria. A pairwise comparison method is utilized to determine the relative weights of each criterion and sub-criterion. Subsequently, these weighted criteria are assessed through the TOPSIS method, analyzing available data and calculations to rank alternative locations based on their closeness to the ideal solution. The results of the combined AHP–TOPSIS analysis and techno-economic evaluation, considering technical feasibility, Considering REP objectives, regulatory frameworks, and economic factors suggests Musi Banyuasin as the most suitable and ideal location for PLTS development within South Sumatra Province.
