Abstract

Transisi energi Indonesia mendorong pemanfaatan biomassa melalui program co-firing PLTU dengan target nasional 10 juta ton pada tahun 2025. Namun, ketidakstabilan pasokan, kualitas yang tidak konsisten, dan logistik yang tidak efisien masih menjadi hambatan utama dalam mencapai tujuan ini. PT Artha Daya Coalindo (PT ADC), sebagai penyedia biomassa utama di bawah PLN Group, memainkan peran sentral dalam memenuhi mandat ini, dengan kontribusi lebih dari 50% pasokan untuk PLN Indonesia Power, terutama dalam bentuk biomassa berbasis serbuk kayu. Penelitian ini bertujuan untuk mengembangkan model bisnis berkelanjutan bagi PT ADC guna memperkuat keandalan pasokan dan mendukung target dekarbonisasi Indonesia di sektor energi. Metode kualitatif diterapkan, dengan pendekatan Business Model Canvas (BMC), analisis SWOT, Value Proposition Canvas (VPC), dan Triple Layered Business Model Canvas (TLBMC). Data diperoleh melalui wawancara mendalam, forum diskusi kelompok (FGD), dan studi dokumentasi. Temuan menunjukkan bahwa model bisnis PT ADC saat ini sangat bergantung pada mitra pihak ketiga dan kurang memiliki sistem kontrol kualitas yang kuat. Melalui kuantifikasi SWOT dan formulasi TOWS, prototipe model bisnis dirancang, mengintegrasikan keandalan teknis, pemberdayaan sosial, dan akuntabilitas lingkungan. Validasi melalui VPC menunjukkan keselarasan yang kuat antara proposisi nilai PT ADC dan kebutuhan operasional PLN. Sementara itu, kerangka kerja TLBMC memastikan bahwa dimensi ekonomi, sosial, dan lingkungan terintegrasi secara holistik. Studi ini menyimpulkan bahwa integrasi BMC, SWOT, dan TLBMC menawarkan jalur strategis untuk meningkatkan daya saing, efisiensi logistik, dan ketahanan rantai pasok. Model yang diusulkan tidak hanya mendukung keberlanjutan lokal, tetapi juga dirancang secara modular dan adaptif, sehingga memiliki fleksibilitas dan skalabilitas tinggi untuk direplikasi di berbagai wilayah dengan karakteristik sumber daya, infrastruktur, dan kesiapan PLTU yang berbeda. Sehingga, model ini dapat memperkuat sistem logistik biomassa nasional dan mempercepat pencapaian target transisi energi bersih Indonesia secara lebih merata.

Indonesia's energy transition encourages the use of biomass through the PLTU co-firing program with a national target of 10 million tons by 2025. However, supply instability, inconsistent quality, and inefficient logistics remain major obstacles to achieving this goal. PT Artha Daya Coalindo (PT ADC), a key biomass supplier under PLN Group, plays a central role in fulfilling this mandate, contributing over 50% of the supply for PLN Indonesia Power, particularly in the form of sawdust-based biomass. This research aims to develop a sustainable business model for PT ADC to strengthen supply reliability and support Indonesia’s decarbonization targets in the energy sector. A qualitative case study approach was adopted, incorporating Business Model Canvas (BMC), SWOT analysis, Value Proposition Canvas (VPC), and Triple Layered Business Model Canvas (TLBMC). Data were collected through in-depth interviews, focus group discussions (FGDs), and document analysis. Findings revealed that PT ADC’s existing model is highly dependent on third-party partners and lacks robust quality control systems. Through SWOT quantification and TOWS formulation, a business model prototype was designed, integrating technical reliability, social empowerment, and environmental accountability. Validation via VPC demonstrated strong alignment between PT ADC’s value propositions and PLN’s operational needs. Meanwhile, the TLBMC framework ensured that economic, social, and environmental dimensions were embedded holistically. This study concludes that integrating BMC, SWOT, and TLBMC offers a strategic pathway to improve competitiveness, logistics efficiency, and supply chain resilience. The proposed model not only supports local sustainability but is also designed to be modular and adaptive, offering high flexibility and scalability for replication across various regions with differing resource characteristics, infrastructure, and power plant readiness. Thus, this model can strengthen the national biomass logistics system and accelerate the achievement of Indonesia's clean energy transition targets in a more equitable manner.
