Abstract
Penelitian ini bertujuan untuk merancang sistem manajemen risiko terintegrasi pada industri pelabuhan petikemas dengan pendekatan Strategy Objective at Risk (SOAR) dan integrasi dashboard berbasis data aktual. Permasalahan utama yang diangkat adalah belum terintegrasinya proses manajemen risiko dengan data opportunity lost, sehingga penilaian risiko cenderung subjektif dan tidak mencerminkan kondisi aktual.
Dalam penelitian ini diidentifikasi 47 risk drivers dari berbagai aktivitas strategis perusahaan yang kemudian dirumuskan menjadi 13 Key Risk Indicator (KRI). Penilaian risiko dilakukan dengan pendekatan probabilitas dan dampak berdasarkan data historis peristiwa risiko. Hasil dari penilaian menunjukkan bahwa terdapat 3 risiko tergolong high, 3 moderate to high, 3 moderate, dan 4 moderate to low.
Seluruh proses didukung dengan Data Flow Diagram (DFD) dan Entity Relationship Diagram (ERD) untuk memastikan integrasi data yang akurat. Dashboard yang dirancang memberikan gambaran menyeluruh terhadap profil risiko perusahaan secara real-time dan menjadi dasar pengambilan keputusan yang lebih objektif.
Hasil penelitian ini diharapkan dapat meningkatkan efektivitas kontrol, meningkatkan Risk Maturity Index, serta mengoptimalkan pemanfaatan anggaran dalam perlakuan risiko.

This research aims to design an integrated risk management system in the container port industry using the Strategy Objective at Risk (SOAR) method and a data-driven dashboard. The main problem is the lack of integration between risk management and opportunity lost data, leading to subjective and inaccurate assessments.
The study identifies 47 risk drivers across strategic activities, which are then synthesized into 13 Key Risk Indicators (KRIs). Risk evaluation is performed using probability and impact parameters derived from historical risk events. The results show 3 high-risk, 3 moderate-to-high, 3 moderate, and 4 moderate-to-low risks.
The process is supported by Data Flow Diagrams (DFD) and Entity Relationship Diagrams (ERD) to ensure accurate data integration. The developed dashboard provides a real-time overview of the company’s risk profile and serves as a foundation for more objective decision-making.
The system improves risk control effectiveness, enhances the Risk Maturity Index, and helps optimize budget allocation for risk treatment.
