Abstract

Keselamatan kerja pada proyek maintenance bendungan Pembangkit Listrik Tenaga Air masih jauh dari target zero accident karena masih adanya terjadi kecelakaan kerja. Pemahaman manajemen terhadap pentingnya kepemimpinan keselamatan berdampak budaya, iklim, dan perilaku keselamatan, serta berpengaruh terhadap optimalnya kinerja keselamatan secara keseluruhan. Penelitian ini bertujuan untuk menganalisis pengaruh kepemimpinan keselamatan, iklim keselamatan, budaya keselamatan, dan perilaku keselamatan terhadap kinerja keselamatan beserta indikator-indikator yang membentuk setiap variabel. Dari sampel yang memenuhi kriteria tertentu terkumpul sebanyak 117 melalui penyebaran kuesioner. Kemudian data dianalisis menggunakan SEM-PLS, sehingga diperoleh bahwa setiap variabel dalam proyek maintenance bendungan PLTA dipengaruhi oleh indikator, secara dominan umpan balik dan pengakuan (KEP6) yang menegaskan pentingnya penghargaan terhadap kontribusi pekerja. Iklim keselamatan dipengaruhi secara dominan oleh indikator tindakan manajemen terhadap keselamatan (IK4) yang menekankan peran aktif manajer. Budaya keselamatan sangat ditentukan oleh komitmen manajemen (BDY5) yang menunjukkan bahwa keterlibatan pimpinan dan kemandirian pekerja adalah kunci utama pembentukan budaya keselamatan. Sementara itu, perilaku keselamatan paling dipengaruhi oleh penggunaan APD (PRL3). Terakhir, Kinerja keselamatan sangat bergantung pada kepatuhan terhadap prosedur keselamatan (KIN2) yang menggambarkan disiplin kerja sebagai fondasi utama dalam pencapaian keselamatan kerja. Berdasarkan hubungan yang positif dan memiliki pengaruh paling kuat terhadap kinerja keselamatan adalah budaya keselamatan. Secara umum, penelitian ini menegaskan bahwa pencapaian kinerja keselamatan yang optimal dalam proyek maintenance bendungan PLTA di wilayah Sumatera dipengaruhi oleh sinergi antara budaya keselamatan yang kuat, perilaku keselamatan yang tertanam, serta kepemimpinan dan iklim kerja yang mendukung.

Occupational safety in the maintenance projects of hydroelectric power plant (PLTA) dams remains below the target of zero accidents, as workplace incidents continue to occur. Management’s understanding of the importance of safety leadership influences the development of safety culture, climate, and behavior, and ultimately affects the overall optimization of safety performance. This study aims to analyze the influence of safety leadership, safety climate, safety culture, and safety behavior on safety performance, along with the key indicators forming each variable. A total of 117 respondents were selected based on specific criteria through questionnaire distribution. The data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS), revealing that each variable in the PLTA dam maintenance projects is dominantly influenced by specific indicators. Safety leadership is primarily influenced by feedback and recognition (KEP6), emphasizing the importance of valuing workers’ contributions. Safety climate is dominantly shaped by managerial actions toward safety (IK4), underlining the active role of managers. Safety culture is strongly determined by management commitment (BDY5), indicating that leadership involvement and worker autonomy are critical in building a strong safety culture. Safety behavior is most influenced by the use of personal protective equipment (PPE) (PRL3), while safety performance heavily depends on compliance with safety procedures (KIN2), reflecting work discipline as a key foundation for achieving workplace safety. Among all variables, safety culture demonstrates the strongest positive influence on safety performance. Overall, the study highlights that achieving optimal safety performance in dam maintenance projects of PLTA in the Sumatra region is driven by the synergy of a strong safety culture, embedded safety behavior, and supportive leadership and safety climate.
