Abstract

Penelitian ini bertujuan untuk mengevaluasi beban kerja dan kapasitas kerja 12 pegawai pada fungsi production operation di salah satu perusahaan hulu minyak dan gas. Dengan target produksi tahun 2025 yang tinggi sebagaimana tercantum dalam RKAP, yaitu 758.641 BOPD minyak bumi dan 3.406,53 MMSCFD gas bumi, perusahaan dituntut untuk menjaga kinerja optimal di tengah kompleksitas dan risiko kerja tinggi. Berdasarkan wawancara dan observasi, ditemukan ketimpangan beban kerja antar subfungsi dan belum adanya perangkat evaluasi kuantitatif yang memadai. Penelitian ini menggunakan pendekatan mixed-method dengan tiga metode utama: Full Time Equivalent (FTE) untuk mengukur beban kerja fisik berbasis waktu, NASA-TLX untuk mengukur beban kerja mental subjektif, dan Work Ability Index (WAI) untuk mengevaluasi kapasitas kerja aktual berdasarkan kondisi kesehatan dan tuntutan pekerjaan. Hasil menunjukkan bahwa tiga dari empat subfungsi berada dalam kategori overload secara FTE dan seluruh subfungsi memiliki skor NASA-TLX tinggi. Berdasarkan perhitungan FTE dan didukung hasil NASA-TLX, direkomendasikan penambahan pegawai pada subfungsi production planning & evaluation sebanyak 2 orang, production optimization sebanyak 2 orang, dan oil & gas transporation custody sebanyak 1 orang. Namun, pada perhitungan WAI didapatkan kategori good hingga excellent. Hal ini menunjukkan bahwa kapasitas kerja pegawai masih mampu mengimbangi beban kerja yang tinggi tetapi mempertahankan kondisi ini secara berkelanjutan hanya dapat dilakukan jika beban kerja yang tinggi segera diseimbangkan, salah satunya melalui penambahan pegawai. Dalam jangka pendek, jika kebijakan rekrutmen belum memungkinkan, perusahaan dapat mempertimbangkan rekomedasi task reprioritization yang dapat mengurangi beban kerja mencapai 7,12%, dan sistem reward yang mampu menurunkan persepsi beban mental hingga 17%-23%, serta perbaikan sistem kerja.

This study aims to evaluate the workload and work capacity of 12 employees in the production operation function in one of the upstream oil and gas companies. With high production targets for 2025 as stated in the RKAP, namely 758,641 BOPD of oil and 3,406.53 MMSCFD of natural gas, the company is required to maintain optimal performance amidst complexity and high work risks. Based on interviews and observations, there is an imbalance in workload between sub-functions and the absence of adequate quantitative evaluation tools. This research uses a mixed-method approach with three main methods: Full Time Equivalent (FTE) to measure time-based physical workload, NASA-TLX to measure subjective mental workload, and Work Ability Index (WAI) to evaluate actual work capacity based on health conditions and job demands. Results showed that three out of four sub-functions were in the FTE overload category and all sub-functions had high NASA-TLX scores. Based on FTE calculations and supported by NASA-TLX results, it is recommended that additional employees be added to the production planning & evaluation sub-function as many as 2 people, production optimization as many as 2 people, and oil & gas transportation custody as many as 1 person. However, the WAI calculation obtained good to excellent categories. This shows that the work capacity of employees is still able to balance the high workload but maintaining this condition on an ongoing basis can only be done if the high workload is immediately balanced, one of which is through additional employees. In the short term, if recruitment policies are not possible, companies can consider task reprioritization recommendations that can reduce workload by 7.12%, and reward systems that can reduce perceived mental load by 17%-23%, as well as work system improvements.
