Abstract

Jalan tol merupakan salah satu infrastruktur vital yang menunjang konektivitas antarwilayah dan mendukung pertumbuhan ekonomi. Jalan Tol Kediri–Kertosono yang sedang dalam tahap perencanaan merupakan bagian dari jaringan transportasi nasional yang membutuhkan fasilitas pendukung berupa Tempat Istirahat dan Pelayanan (TIP) atau rest area. Penelitian ini bertujuan untuk merencanakan rest area tipe A pada ruas tol tersebut dengan mempertimbangkan aspek kebutuhan ruang parkir, fasilitas utama, lokasi strategis, dan ketentuan teknis berdasarkan regulasi. Metodologi penentuan demand fasilitas rest area dilakukan melalui pengumpulan data primer berupa survei volume kendaraan dan preferensi pengguna di beberapa rest area eksisting, seperti KM 626 A, KM 626 B, dan KM 726 B. Selanjutnya, dilakukan analisis terhadap persentase kendaraan yang masuk ke rest area dibandingkan total lalu lintas harian. Data tersebut dianalisis menggunakan metode regresi linear sederhana terhadap proyeksi volume lalu lintas tahun rencana 2025 untuk memprediksi jumlah kendaraan yang akan memanfaatkan rest area. Selain itu, dilakukan analisis karakteristik parkir berupa durasi parkir, akumulasi kendaraan, dan indeks parkir, untuk memperkirakan kebutuhan ruang parkir yang lebih akurat. Hasil survei juga digunakan untuk mengetahui fasilitas utama yang paling dibutuhkan pengguna jalan. Berdasarkan hasil perhitungan, diperkirakan sebanyak 30% kendaraan kecil dan 37% kendaraan besar akan memasuki rest area, sehingga dibutuhkan 170 SRP untuk kendaraan golongan I, 40 SRP untuk golongan II, 39 SRP untuk golongan III, dan 87 SRP untuk bus atau truk. Lokasi rest area ditetapkan oleh instansi terkait pada STA 5+500 arah Kertosono–Kediri. Evaluasi terhadap lokasi menunjukkan bahwa lahan memiliki topografi yang landai, tidak berada pada kawasan LP2B, serta memiliki aksesibilitas yang baik terhadap jalur tol utama, sehingga memenuhi kriteria teknis dan administratif untuk pembangunan rest area. Luas lahan yang direncanakan sebesar 7,03 hektar, yang mencakup area parkir seluas ±6.837,5 m² dan berbagai fasilitas utama seperti toilet, masjid, restoran, minimarket, SPBU, SPKLU, kios, area hijau, serta fasilitas pendukung lainnya. Perencanaan ini mengacu pada standar teknis yang tercantum dalam Peraturan Menteri PUPR No. 28 Tahun 2021. Hasil studi ini diharapkan dapat menjadi acuan dalam pengembangan rest area yang representatif, aman, nyaman, dan mampu memenuhi kebutuhan pengguna jalan tol secara optimal.

Toll roads are vital infrastructure that support interregional connectivity and promote economic growth. The Kediri–Kertosono Toll Road, currently in the planning stage, is part of the national transportation network and requires supporting facilities in the form of Rest and Service Areas (TIP). This study aims to design a Type A rest area along the toll road segment by considering parking space requirements, essential public facilities, strategic location, and
technical specifications in accordance with applicable regulations. The methodology for determining the demand for rest area facilities was carried out through primary data collection, including vehicle volume surveys and user preference surveys at several existing rest areas, such as KM 626 A, KM 626 B, and KM 726 B. The percentage of vehicles entering the rest area was analyzed in comparison to the total daily traffic volume. The data were then processed using simple linear regression based on projected traffic volumes for the year 2025 to estimate the number of vehicles expected to utilize the rest area. Additionally, parking characteristics such as parking duration, vehicle accumulation, and parking index were analyzed to more accurately estimate the required parking area. Survey results were also used to determine the most essential facilities required by toll road users. Based on the analysis, it is estimated that 30% of light vehicles and 37% of heavy vehicles will enter the rest area. Accordingly, the rest area requires 170 SRP for Golongan I vehicles, 40 SRP for Golongan II, 39 SRP for Golongan III, and 87 SRP for buses or trucks. The rest area location was designated by the relevant authorities at STA 5+500 in the Kertosono–Kediri direction. Evaluation of the site showed that the land has relatively flat topography, is not classified as LP2B (protected agricultural land), and has good accessibility to the toll road, thereby meeting technical and administrative requirements for development. The planned site covers 7.03 hectares, including approximately 6,837.5 m² of parking space and various main facilities such as toilets, a mosque, restaurants, a minimarket, fuel stations (SPBU), electric vehicle charging stations (SPKLU), kiosks, green space, and other supporting facilities. The planning adheres to the technical standards set by the Minister of Public Works Regulation No. 28 of 2021. This study is expected to serve as a reference for the development of rest areas that are representative, safe, comfortable, and capable of meeting the
needs of toll road users effectively.
