Abstract
Dalam memperkuat infrastruktur energi dan mendukung upaya pemerintah dalam transisi menuju energi yang lebih berkelanjutan di Indonesia PT PLN (Persero) membangun CNG Plant untuk mengkompresi gas alam menjadi gas bertekanan tinggi serta menyimpan gas untuk pengoperasian pembangkit PLTMG Riau Peaker.
Munculnya sengketa konstruksi dalam proyek konstruksi menyebabkan penyelesaian sengketa konstruksi bisa menjadi proses kompleks yang harus diselesaikan dengan penerapan metode yang tepat. Penelitian ini bersifat kualitatif yang bertujuan untuk memahami fenomena secara mendalam yang dinarasikan secara deskripsi dalam bentuk kata-kata dan bahasa, serta menekankan pada gambaran yang lengkap tentang fenomena yang dikaji dan menggunakan kuesioner kepada pihak-pihak yang terlibat dalam Proyek CNG Plant for Riau GFPP 200 MW, serta mengkaji tentang Rekomendasi/ Putusan Dewan Sengketa dan implementasi hasil yang berdampak pada para pihak dengan kerangka konseptual yang menggambarkan implementasi keputusan dewan sengketa. Dari penelitian ini didapat faktor-faktor utama yang mempengaruhi terjadinya sengketa adalah keterlambatan pembayaran uang muka, keterlambatan penyerahan lahan, serta Ketidaksempurnaan redaksi kontrak. Peran dewan sengketa cukup efektif, objektif dan professional dalam menilai dan memberikan rekomendasi sehingga hasil rekomendasi bisa diimplementasikan dalam amandemen/addendum kontrak CNG Plant for Riau GFPP 200 MW.

To strengthen national energy infrastructure and support the government’s transition toward more sustainable energy in Indonesia, PT PLN (Persero) has developed a Compressed Natural Gas (CNG) Plant. The facility compresses natural gas into high-pressure gas and stores it to support the operation of the Riau Peaker Gas Engine Power Plant (PLTMG).Construction projects of this scale are frequently subject to disputes, which can complicate project delivery and require the application of appropriate resolution mechanisms. This qualitative study aims to develop an in-depth understanding of the phenomenon, presented descriptively through narrative analysis, and emphasizes a comprehensive depiction of the issues studied. Data were collected via questionnaires distributed to stakeholders involved in the CNG Plant project for Riau GFPP 200 MW. The study further investigates the recommendations and decisions issued by the Dispute Board and evaluates their impact and implementation through a conceptual framework that illustrates the dispute resolution process. The findings identify key factors contributing to the emergence of disputes, including delays in advance payment disbursement, land handover delays, and ambiguities or deficiencies in contract wording. The Dispute Board was found to be effective, objective, and professional in its assessment and recommendations. As a result, the recommendations were successfully implemented through contract amendments to the CNG Plant project contract for Riau GFPP 200 MW.
