Abstract

Industri konstruksi memiliki peran krusial dalam pembangunan infrastruktur dalam negeri yang menjadi prioritas pemerintah untuk meningkatkan konektivitas dan mendukung pertumbuhan ekonomi. Namun, proyek konstruksi sering kali menghadapi berbagai tantangan yang berdampak pada produktivitas, seperti ketidakpastian kondisi lapangan yang berpotensi mengganggu jadwal dan anggaran. Penelitian ini mengusulkan penerapan pendekatan inovatif dalam manajemen proyek, yaitu review design, guna meningkatkan efisiensi biaya dan efektivitas waktu pelaksanaan. Penelitian ini fokus terhadap pekerjaan timbunan pada Proyek Jalan Tol Solo – Yogyakarta – NYIA Kulon Progo Seksi 1 Paket 1.2 sebagai objek penelitian untuk mendapatkan pemilihan alternatif review design dan juga desain alternatif yang efisien atas biaya dan efektif terhadap waktu. Data diperoleh melalui observasi lapangan, Focus Group Discussion (FGD) dan data sekunder, yang kemudian diusulkan tiga alternatif desain gabungan. Pemilihan teknik dalam proses agregasi dilakukan menggunakan metode Multi-Criteria Decision Making (MCDM), dengan mempertimbangkan efisiensi biaya dan efektivitas waktu. Penilaian dilakukan dengan pendekatan metode pembobotan kriteria untuk mengidentifikasi pola dalam evaluasi desain pada tahap review design. Pendekatan ini berkontribusi dalam meningkatan akurasi pemilihan alternatif terbaik dari kerangka MCDM. Pembobotan dari masing-masing kriteria berpengaruh terhadap hasil akhir, sehingga alternatif dengan skor tertinggi dipilih sebagai opsi terbaik.Hasil penelitian mengenai pemilihan alternatif review design pada Proyek Jalan Tol Solo – Yogyakarta – NYIA Kulon Progo Seksi 1 Paket 1.2 dalam memperoleh desain paling efisien dari segi biaya dan efektif dari segi waktu Terdapat tiga alternatif gabungan review design. Alternatif review desain yang terpilih adalah alternatif 5 yaitu dengan adanya perubahan material beton menjadi timbunan pada ramp 4, ramp 5 & sebagian mainroad karena biaya dinilai lebih efisien dan waktu yang lebih cepat. ===================================================================================================================================
The construction industry has a crucial role in the development of local infrastructure, which is the government priority to improve connectivity and support economic growth. However, the construction projects oftenly comes up with various challenges that impact productivity, such as uncertainty in field conditions that disrupt schedules and budgets. This research proposes the application of an innovative approach in project management, known as review design, to improve effectiveness and efficiency of implementation time. This research focuses on embankment works in the Solo–Yogyakarta–NYIA Kulon Progo Toll Road Project, Section 1, Package 1.2, as the object of study to determine the selection of alternative design reviews as well as an alternative design that is cost-efficient and time-effective.Data were obtained through field observation and presented in three combined design alternatives. The selection of techniques in the aggregation process is carried out using the Multi-Criteria Decision Making (MCDM) method by considering cost efficiency dan time effectiveness. The assessment was conducted using a criteria weighting method approach to identify patterns in design evaluation at the design review stage. This approach contributes to improving the accuracy of selecting the best alternative from the MCDM framework. The weighting of each criterion affects the final result, so that the alternative with the highest score is selected as the best option. The results of the study on the selection of alternative review designs on the Solo - Yogyakarta - NYIA Kulon Progo Toll Road Project Section 1 Package 1.2 in obtaining the most efficient design in terms of cost and effective in terms of time. There are three alternative combined review designs. The selected design review alternative is Alternative 5, which involves changing the concrete material to embankment on Ramp 4, Ramp 5, and part of the main road, as it is considered more cost-efficient and faster in terms of construction time
