Abstract

Keputusan yang cermat dan tepat diperlukan kontraktor untuk mengikuti atau tidak mengikuti tender agar keputusan yang diambil tidak merugikan perusahaan, terlebih untuk tender proyek yang memiliki resiko cara pembayaran seperti sistem pembayaran Contractor’s Pre-Financing (CPF). Studi ini memiliki tujuan untuk mengetahui kriteria yang dominan yang mempengaruhi keputusan menawar atau tidak menawar tender kontrak dengan sistem pembayaran Contractor’s Pre-Financing (CPF).Faktor terpilih hasil penelitian terdahulu yang mempengaruhi keputusan keikutsertaan tender diberikan kepada responden yang dipilih dari pihak kontraktor dengan purposive sampling. Pada kuesioner terstruktur, responden dapat menunjukkan pentingnya melampirkan faktor penawaran yang diberikan saat membuat keputusan. Data yang diperoleh dikaji dan diberi bobot kepentingan yang memengaruhi keputusan menawar atau tidak menawar menggunakan metode analisis faktor. Wawancara semi terstruktur kepada responden ahli dilakukan untuk memvalidasi hasil analisis faktor.Berdasarkan hasil penelitian, didapatkan lima faktor dominan yang mempengaruhi pengambilan keputusan keikutsertaan tender kontrak dengan sistem pembayaran Contractor’s Pre-Financing (CPF) yaitu faktor peran pemerintah, risiko dan profil proyek, serta kondisi finansial kontraktor, faktor kemampuan dan pengalaman tender, faktor cash flow dan kompleksitas proyek, faktor durasi dan kemungkinan menang tender, serta faktor kemampuan bayar dan reputasi klien. Keputusan keikutsertaan tender pada kontrak sistem pembayaran Contractor’s Pre-Financing (CPF) merupakan keputusan melalui pertimbangan komprehensif dari berbagai aspek manajerial, terutama melibatkan pertimbangan manajerial dari aspek manajemen keuangan, manajemen risiko, manajemen pengendalian biaya, manajemen strategi dan pemasaran serta manajemen proyek.

The accurate decision-making of contractors is paramount when deliberating on tender participation, primarily to mitigate potential adverse impacts on the enterprise. This exigency is particularly pronounced in project tenders that incorporate alternative payment modalities, such as Contractor's Pre-Financing (CPF). This study endeavors to ascertain the salient criteria that exert influence on the bid/no-bid determination for contract tenders employing the Contractor's Pre-Financing (CPF) system.Factors delineated from prior research, pertinent to tender participation decisions, were presented to a cohort of contractor respondents selected via purposive sampling. Through a structured questionnaire, respondents articulated the perceived salience of incorporating specific bidding parameters into their decision-making processes. The empirical data amassed were subjected to rigorous analysis and weighted according to their significance in shaping the bid/no-bid outcome, primarily through the application of factor analysis methodologies. To corroborate the findings derived from the factor analysis, semi-structured interviews were subsequently conducted with expert informants.The research findings revealed the identification of five predominant factors that significantly influence the propensity for contractors to engage in tender processes under the Contractor's Pre-Financing (CPF) payment framework. These encompassing factors are delineated as: governmental influence; project-specific risks and overall profile, coupled with the contractor's financial solvency; the contractor's intrinsic tendering acumen and experiential background; intricacies of project cash flow and inherent complexity; the projected duration of the project and the probability of tender success; and, finally, the client's financial probity and established reputation. Consequently, the determination to pursue contracts underpinned by the Contractor's Pre-Financing (CPF) system necessitates a holistic managerial assessment, encompassing strategic deliberations across key domains such as financial stewardship, risk mitigation, cost governance, strategic planning and market positioning, and comprehensive project oversight.
