Abstract
Kabupaten Jombang memiliki peran pemasok persediaan pangan di Provinsi Jawa Timur. Seiring dengan pertumbuhan wilayah, terdapat ancaman alih fungsi lahan pertanian. Merujuk pada RTRW Kabupaten Jombang tahun 2021-2041 ditetapkan kawasan pertanian pangan berkelanjutan (KP2B) dengan luas 38.149 ha. Namun, luas LP2B menyusut menjadi 36.712,41 ha. Konversi lahan terjadi pada 20 kecamatan terutama di Kecamatan Jombang seluas 25,75 ha, Kecamatan Mojoagung seluas 54,30 ha, dan Kecamatan Ploso seluas 34,02 ha. Terdapat ancaman tekanan pembangunan industri, pengembangan wilayah untuk kegiatan perdagangan, pendidikan, pertanian, dan jasa sehingga dialihfungsikan menjadi perumahan dan industri. Oleh karena itu perlu upaya preventif dari Pemerintah Kabupaten Jombang untuk melindungi lahan pertanian berkelanjutan. Tujuan dalam penelitian ini untuk merumuskan formulasi insentif di Kecamatan Jombang, Mojoagung, dan Ploso yang mengacu pada instrumen insentif yang telah ada pada level Provinsi Jawa Timur yakni subsidi, imbalan, pemberian penghargaan, dan publikasi/promosi. Tahapan dalam penelitian ini yaitu menentukan faktor-faktor yang mempengaruhi alih fungsi lahan melalui analisis Structural Equation Modeling Partial Least Square (SEM PLS). Kemudian mengidentifikasi isu permasalahan dan usulan bentuk insentif dari faktor-faktor yang berpengaruh menggunakan statistik deskriptif. Tahap terakhir, Probability Unit Model Logit untuk merumuskan formulasi insentif berdasarkan preferensi petani. Hasil dari penelitian ini adalah ditemukan bahwa faktor yang mempengaruhi alih fungsi lahan yakni akses modal dan akses pasar. Sedangkan produktivitas dipengaruhi oleh sarana (bibit, pupuk, dan pestisida) serta prasarana (jaringan irigasi dan jalan usaha tani). Insentif yang terpilih berdasarkan preferensi petani meliputi subsidi pinjaman dengan suku bunga rendah sebesar 35% dan kemudahan penjaminan kredit tanpa jaminan. Selain itu, petani dapat diberikan bantuan bibit dan pupuk sebesar 35%, serta pestisida sebesar 30%. Untuk mendukung akses pemasaran, diperlukan peningkatan kapasitas petani dalam pemasaran (pengolahan dan pemasaran padi menjadi produk akhir atau membangun jejaring dan kemitraan), peningkatan daya tampung dari bantuan alat pengering dan penggiling gabah sebesar 40%, penambahan tim bulog tiap gapoktan, serta peningkatan kapasitas gudang dan transportasi bulog sebesar 50%. Selanjutnya, untuk mendukung kondisi prasarana, diperlukan peningkatan akses jalan sebesar 50% dari jalan yang masih berupa tanah dan peningkatan kebutuhan air lahan pertanian sebesar 50%.

Jombang Regency plays an important role as a food supply contributor in East Java Province. However, along with regional development, there is a growing threat of agricultural land conversion. According to the Jombang Regency Spatial Plan (RTRW) 2021–2041, a Sustainable Food Agricultural Area (LP2B) covering 38,149 hectares has been designated. Nevertheless, the actual area of designated Sustainable Food Agricultural Land (LP2B) has declined to 36,712.41 hectares. Land conversion has occurred in 20 sub-districts, particularly in Jombang 25.75 ha, Mojoagung 54.30 ha, and Ploso 34.02 ha. This is driven by increasing development pressure from industrial expansion and the growth of trade, education, agricultural, and service sectors, leading to land conversion for housing and industrial purposes. Therefore, preventive efforts from the Jombang Regency Government are needed to protect sustainable agricultural land. This study aims to formulate an incentive scheme in Jombang, Mojoagung, and Ploso Sub-districts by referring to the existing incentive instruments implemented at the provincial level in East Java, namely subsidies, rewards, recognitions, and promotion/publication. The research stages include identifying the factors that influence land conversion through Structural Equation Modeling Partial Least Square (SEM-PLS) analysis. This is followed by identifying the core issues and proposing appropriate incentive schemes based on the influencing factors using descriptive statistics. The final stage involves formulating an incentive model based on farmers' preferences using the Logit Probability Unit Model. The results of this study indicate that the key factors influencing land conversion are access to capital and access to markets. Meanwhile, agricultural productivity is affected by agricultural inputs (seeds, fertilizers, and pesticides) and infrastructure (irrigation networks and farm roads). The selected incentives based on farmers' preferences include low-interest loan subsidies of 35% and credit guarantee facilitation without collateral. Additionally, farmers can receive assistance for seeds and fertilizers amounting to 35%, as well as pesticides at 30%. To support marketing access, there is a need to enhance farmers' capacity in marketing (processing and marketing rice into final products or building networks and partnerships), increase the capacity of drying and milling equipment assistance by 40%, add BULOG teams to each farmer group (gapoktan), and improve the capacity of warehouses and BULOG transportation by 50%. Furthermore, to support infrastructure conditions, a 50% improvement in road access is required for roads that are still unpaved, along with a 50% increase in water needs for agricultural land.
