Abstract
Modernisasi mengancam keberlanjutan warisan budaya perkotaan, termasuk di Surabaya yang memiliki cagar budaya bersejarah. Komunitas Begandring Soerabaia, penerima penghargaan sebagai komunitas pelestari cagar budaya, mengingatkan pentingnya peran komunitas lokal dalam melestarikan dan mengembangkan warisan kota secara berkelanjutan. Penelitian ini berfokus pada peran komunitas lokal dalam pelestarian dan pengembangan wisata cagar budaya perkotaan (urban heritage) di Kota Surabaya berbasis kolaborasi melalui Program Subtrack. Penelitian ini bertujuan untuk menggali peran Komunitas Begandring Soerabaia dalam kolaborasi pengembangan wisata cagar budaya perkotaan, khususnya dalam membangun program-program yang melibatkan berbagai pemangku kepentingan. Komunitas ini memiliki peran sentral dalam menjembatani kebutuhan dan kepentingan antara stakeholder. Proses analisis data dalam penelitian ini menggunakan metode kualitatif dengan menerapkan teknik pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan untuk memberikan gambaran yang mendalam dan terstruktur mengenai fenomena yang diteliti. Selain itu, penelitian ini juga menerapkan model stakeholder mapping (Power vs Interest Grid) untuk memahami relasi antaraktor. Hasil penelitian menunjukkan bahwa Komunitas Begandring Soerabaia menjalankan tiga bentuk peran utama, peran aktif melalui edukasi sejarah, peran partisipatif melalui pendekatan rekreatif, dan peran pasif melalui advokasi berbasis data sejarah. Pelaksanaan Subtrack melibatkan kolaborasi multi-pihak antara komunitas, pemerintah, media, akademisi, dan sektor swasta, yang menunjukkan bentuk kerja sama fleksibel namun efektif. Pemetaan stakeholder menempatkan komunitas sebagai Subject, sementara pemerintah sebagai Player, media sebagai Context Setter, dan akademisi serta masyarakat umum sebagai Crowd. Keberhasilan program Subtrack juga ditopang oleh kekuatan modal sosial dalam komunitas, berupa kepercayaan, jaringan, serta komitmen bersama terhadap pelestarian sejarah.

Modernization Modernization threatens the sustainability of urban cultural heritage, including in Surabaya, which has historical cultural heritage. The Begandring Soerabaia Community, recipient of an award as a cultural heritage preservation community, reminded the importance of the role of local communities in preserving and developing urban heritage sustainably. This study focuses on the role of local communities in the preservation and development of urban heritage tourism in Surabaya City through collaboration through the Subtrack Program. This study aims to explore the role of the Begandring Soerabaia Community in collaborative urban heritage tourism development, particularly in developing programs that involve various stakeholders. This community plays a central role in bridging the needs and interests of stakeholders. The data analysis process in this study uses qualitative methods by applying data collection techniques, data reduction, data presentation, and drawing conclusions to provide an in-depth and structured picture of the phenomenon studied. In addition, this study also applies a stakeholder mapping model (Power vs. Interest Grid) to understand the relationships between actors. The results show that the Begandring Soerabaia Community carries out three main forms of roles: an active role through historical education, a participatory role through a recreational approach, and a passive role through advocacy based on historical data. Subtrack's implementation involves multi-stakeholder collaboration between the community, government, media, academics, and the private sector, demonstrating a flexible yet effective form of cooperation. Stakeholder mapping positions the community as the Subject, the government as the Player, the media as the Context Setter, and academics and the general public as the Crowd. The success of the Subtrack program is also supported by the strength of social capital within the community, in the form of trust, networks, and a shared commitment to historical preservation
