Abstract
Dengan menerapkan teori New Urbanism dan pendekatan Transit Oriented Development (TOD), perancangan ini mengeksplorasi potensi pengembangan Stasiun Surabaya Kota sebagai pusat transportasi yang menyatu dengan lingkungan dan kawasan Kota Tua Surabaya. Force-based framework dipilih sebagai kerangka perancangan dan metode rancang insertion untuk menentukan parameter dalam menyisipkan elemen baru tanpa menyisihkan karakter asli dari bangunan dan kawasan cagar budaya. Fokus utama perancangan adalah menciptakan kawasan yang ramah pejalan kaki, mengurangi ketergantungan kendaraan pribadi dan meningkatkan kualitas lingkungan melalui pemanfaatan ruang terbuka publik baik hijau maupun non hijau yang mendorong interaksi sosial. Tantangan utama dalam perancangan ini meliputi fragmentasi keterhubungan pejalan kaki antara bangunan baru dan lama, eksistensi area terbengkalai yang membatasi keberagaman aktivitas dan dominasi fungsi logistik, pengiriman, dan penerimaan barang yang membatasi keberagaman aktivitas. Rancangan ini mengusulkan solusi desain yang mempertimbangkan pengaturan ruang serta sirkulasi yang efisien, memaksimalkan fungsi lahan terbatas tanpa mengorbankan kualitas estetika dan lingkungan kawasan. Hasil yang diharapkan berupa transformasi Stasiun Surabaya Kota yang menjadi titik pertemuan multimoda yang terintegrasi (salah satunya feeder warawiri), terdapat ruang publik yang dinamis dengan fasilitas RTH, plaza dan jalur pejalan kaki yang terstruktur, peningkatan kunjungan di dalam kawasan dan pengaktifan kembali bangunan cagar budaya sebagai ruang budaya komersial yang berkelanjutan. Hasil ini membuat perancangan kawasan Stasiun Surabaya Kota tidak hanya sebagai simpul transit, tetapi juga menjadi pemantik kebangkitan kawasan kota lama dan terciptanya ruang berkumpul yang aktif bagi masyarakat.

By using the theory of New Urbanism and the Transit Oriented Development (TOD) approach, this study explores the potential for developing Surabaya Kota Station as a transportation hub that is integrated with the environment and the Old Town of Surabaya. Force-based framework is applied as a design framework and the application of the Insertion design method to determine parameters for inserting new elements without compromising the original character of the buildings and cultural heritage areas. The primary focus of the design is to create a pedestrian-friendly area, reduce reliance on private vehicles, and enhance environmental quality through the optimization of public open spaces—both green and non-green—that encourage social interaction. The main challenges in this design include the fragmentation of pedestrian connectivity between new and old buildings, the existence of abandoned areas that limit the diversity of activities, and the dominance of logistics functions, such as goods delivery and reception, which restrict the diversity of activities. This design proposes solutions that consider efficient spatial layout and circulation, maximizing the use of limited land without compromising the aesthetic and environmental quality of the area. The expected outcome is the transformation of Surabaya Kota Station into an integrated multimodal hub (such as feeder), featuring dynamic public spaces with green open spaces, plazas, and structured pedestrian pathways, increased visitor traffic within the area, and the revitalization of heritage buildings as sustainable commercial cultural spaces. This outcome positions the design of the Surabaya Kota Station area not only as a transit hub but also as a catalyst for the revitalization of the urban area and the creation of an active gathering space for the community.
