Abstract

Kondisi perekonomian masyarakat Kabupaten Blitar sangat bergantung pada sektor peternakan, terutama peternakan ayam dengan jumlah peternak berskala mikro sekitar tujuh ribu peternak. Kabupaten Blitar berhasil menjadi kontributor paling tinggi dengan populasi ayam petelur sebanyak 15,9 juta ekor. Hal ini menjadikan Kabupaten Blitar sebagai pusat produksi peternakan yang unggul dalam komoditas telur. Namun adanya perusahaan integrator dan harga pakan yang semakin tinggi membuat 20% peternak ayam mikro mengalami gulung tikar. Banyak pelaku usaha kategori mikro yang tumbang karena kekurangan modal. Kabupaten Blitar menetapkan kawasan strategis yang diharapkan dapat mendorong pengembangan wilayah dalam RTRW Kabupaten Blitar Tahun 2011-2031 yang memiliki nilai penting dari perspektif ekonomi. Salah satu dari kawasan strategis tersebut adalah pengembangan kawasan peternakan berskala besar atau kawasan industri peternakan. Penelitian ini terbagi menjadi 3 tahap. Pertama, menentukan faktor-faktor berpengaruh terhadap penentuan lokasi kawasan industri peternakan ayam dengan analisis Delphi. Kedua, menentukan lokasi alternatif kawasan industri peternakan ayam dengan analisis boolean overlay. Ketiga, menentukan lokasi potensial kawasan industri peternakan ayam dengan analisis deskriptif kualitatif melalui perbandingan karakteristik faktor dari lokasi alternatif yang ditemukan. Diperoleh 18 faktor dari 3 aspek yang berpengaruh terhadap penentuan lokasi kawasan industri peternakan ayam, yaitu aspek lingkungan yang terdiri dari 11 faktor, aspek sosial yang terdiri dari 2 faktor, dan aspek ekonomi yang terdiri dari 5 faktor. Diperoleh 4 lokasi potensial kawasan industri peternakan ayam, 2 lokasi di Kecamatan Kademangan dan 2 lokasi di Nglegok.

The economy of Blitar Regency heavily relies on the livestock sector, particularly poultry farming, with around seven thousand micro-scale poultry farmers. Blitar Regency has become the largest contributor in terms of layer chicken population, reaching 15.9 million birds. This makes the regency a leading livestock production center, especially in egg commodities. However, the presence of integrator companies and the rising cost of feed have caused around 20% of micro-scale poultry farmers to go bankrupt. Many micro-business actors have collapsed due to a lack of capital. In response, Blitar Regency has designated strategic areas expected to support regional development as outlined in the Blitar Regency Spatial Plan (RTRW) for 2011–2031, with significant economic importance. One such strategic area includes the development of large-scale poultry farming zones or poultry farming industrial zones. This study is divided into three stages. First, identifying the factors influencing the location selection of poultry farming industrial zones using the Delphi method. Second, determining alternative locations through Boolean overlay analysis. Third, identifying potential locations for poultry farming industrial zones through qualitative descriptive analysis by comparing the factor characteristics of the identified alternative locations. The study identified 18 factors from three aspects influencing the determination of poultry industrial zone locations: environmental aspects consisting of 11 factors, social aspects consisting of 2 factors, and economic aspects consisting of 5 factors. Four potential locations for poultry industrial zones were obtained: two in Kademangan District and two in Nglegok District.
