Abstract
Pengelolaan kebocoran air aktif merupakan tantangan utama dalam distribusi air bersih di Surabaya, mengingat tingginya angka kehilangan air (Non-Revenue Water/NRW). Penelitian ini bertujuan mengembangkan model kebijakan berbasis Value-Driven Innovation untuk meningkatkan efektivitas proyek kebocoran air aktif. Pendekatan penelitian menggunakan Design Science Research (DSR), yang melibatkan tahapan identifikasi masalah, perancangan model, pengujian, iterasi, dan implementasi skala kecil. Model yang dikembangkan dirancang untuk memprioritaskan nilai guna (value in use), yang mengintegrasikan teknologi berbasis AI dan IoT seperti Sonic GL dan Sonic M1 untuk mendeteksi kebocoran secara akurat. Hasil penelitian menunjukkan bahwa pendekatan ini dapat meningkatkan efisiensi operasional, menurunkan angka NRW, dan memperbaiki tekanan air di area layanan. Selain itu, pendekatan ini memungkinkan adaptasi kebijakan yang responsif terhadap kebutuhan pelanggan dan tantangan teknis. Penelitian ini menghasilkan kebijakan inovatif yang tidak hanya aplikatif tetapi juga dapat diadopsi untuk pengelolaan air di wilayah lain. Temuan ini memberikan kontribusi signifikan dalam optimalisasi kebijakan publik berbasis inovasi nilai di sektor pengelolaan sumber daya air.

Active water leakage management is a major challenge in clean water distribution in Surabaya, given the high rate of water loss (Non-Revenue Water/NRW). This study aims to develop a policy model based on Value-Driven Innovation to improve the effectiveness of active water leakage projects. The research approach uses Design Science Research (DSR), which involves the stages of problem identification, model design, testing, iteration, and small-scale implementation. The developed model is designed to prioritize value in use, which integrates AI and IoT-based technologies such as Sonic GL and Sonic M1 to detect leaks accurately. The results show that this approach can improve operational efficiency, reduce NRW rates, and improve water pressure in the service area. In addition, this approach allows for responsive policy adaptation to customer needs and technical challenges. This study produces innovative policies that are not only applicable but can also be adopted for water management in other areas. These findings provide significant contributions to the optimization of public policies based on value innovation in the water resources management sector.
