Abstract
Sistem pengukuran kinerja yang holistik diperlukan agar organisasi dapat mengevaluasi pencapaian strategi secara objektif dan seimbang. Penelitian ini bertujuan untuk merancang sistem pengukuran kinerja berbasis Balanced Scorecard pada salah satu kantor cabang bank BUMN di Surabaya. Proses perancangan dimulai dengan identifikasi visi dan misi, struktur organisasi, serta sistem pengukuran kinerja eksisting. Selanjutnya dilakukan pemetaan program strategis terhadap empat perspektif BSC, cascading program strategis ke Key Performance Indicator (KPI), penentuan target KPI, dan penyusunan inisiatif strategis yang selaras. Pembobotan pada setiap level (perspektif, program strategis, dan KPI) dilakukan menggunakan metode Analytical Hierarchy Process (AHP) yang melibatkan tiga narasumber internal. Visualisasi capaian indikator disusun menggunakan pendekatan Traffic Light System untuk memudahkan evaluasi performa. Penelitian ini menghasilkan sistem pengukuran kinerja berbasis dashboard yang terintegrasi, dilengkapi dengan KPI non-finansial baru serta inisiatif strategis yang memperkuat hubungan antara perencanaan strategis dan pelaksanaan operasional. Rancangan ini diharapkan mampu menjadi alat manajerial dalam mengarahkan organisasi menuju pencapaian visi jangka panjang.

A holistic performance measurement system is essential for organizations to evaluate strategic achievement in a balanced and objective manner. This research aims to design a Balanced Scorecard-based performance measurement system for one of the state-owned bank branches in Surabaya. The design process begins with identifying the company’s vision and mission, organizational structure, and existing performance measurement system. The subsequent steps include mapping strategic programs into the four BSC perspectives, cascading strategic programs into Key Performance Indicators (KPIs), determining KPI targets, and formulating aligned strategic initiatives. Weighting at each level (perspective, strategic programs, and KPIs) is conducted using the Analytical Hierarchy Process (AHP) involving three internal stakeholders. Indicator performance is visualized through the Traffic Light System to facilitate performance evaluation. This study results in an integrated, dashboard based performance measurement system enhanced with additional non-financial KPIs and strategic initiatives that strengthen the linkage between strategic planning and operational execution. The final design is expected to serve as a managerial tool in guiding the organization toward long-term strategic objectives.
