Abstract

Kabupaten Humbang Hasundutan telah ditetapkan sebagai kawasan agropolitan berdasarkan RTRW Kabupaten Humbang Hasundutan Tahun 2016-2036, didukung oleh sektor pertanian yang mendominasi PDRB daerah. Namun, implementasi konsep ini belum optimal di lapangan. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang menyebabkan belum optimalnya sistem agropolitan di Kabupaten Humbang Hasundutan. Penelitian ini menggunakan metode analisis kuantitatif Location Quotient (LQ) dan Shift Share untuk menentukan komoditas unggulan dari subsektor tanaman pangan. Kemudian dilakukan analisis kualitatif deskriptif untuk mengidentifikasi komponen sistem agropolitan dan content analysis untuk mengetahui faktor-faktor yang menyebabkan belum optimalnya sistem agropolitan. Hasil penelitian menunjukkan bahwa jagung merupakan komoditas unggulan dari subsektor tanaman pangan. Penelitian ini menyimpulkan bahwa terdapat 7 faktor yang menyebabkan belum optimalnya sistem agropolitan, yang secara menyeluruh terjadi pada setiap subsistem. Pada subsistem hulu, ditemukan faktor keterbatasan input produksi dan lingkungan budidaya serta faktor keterbatasan akses teknologi dan alsintan. Pada subsistem usaha tani, ditemukan faktor keterbatasan input produksi dan lingkungan budidaya. Pada subsistem hilir, ditemukan faktor keterbatasan infrastruktur pascapanen dan hilirisasi serta faktor keterbatasan akses pasar dan rendahnya nilai ekonomi. Pada subsistem jasa penunjang, ditemukan faktor lemahnya pendampingan pertanian dan kapasitas SDM, faktor lemahnya kelembagaan dan dukungan modal petani, serta faktor ketidaksesuaian kebijakan dan tata ruang. Hasil penelitian ini memberikan pemahaman mendalam tentang kompleksitas permasalahan sistem agropolitan di Kabupaten Humbang Hasundutan.

Humbang Hasundutan Regency has been designated as an agropolitan area based on Regional Spatial Plan (RTRW) of Humbang Hasundutan 2016-2036, supported by the agriculture sector that dominates the regional GDP. However, the implementation of this concept has yet to be optimal in practice. This research aims to analyze the factors contributing to the suboptimal implementation of the agropolitan system in Humbang Hasundutan Regency. This research used quantitative analysis methods including Location Quotinent (LQ) and Shift Share, to determine the leading commodities in the food crop subsector. Additionally, qualitative descriptive analysis is conducted to identify the components of the agropolitan system, and content analysis is utilized to examine the factors that cause the agropolitan system not yet optimal.
The results of the study showed that corn is the leading commodity in the food crop subsector. This study concluded that there are 7 factors that cause the suboptimal implementation of the agropolitan systems, which occur in each subsystem. In the upstream subsystem, factors of limited input production and cultivation environment were found and factors of limited access to technology and agricultural machinery. In the subsystem of farming, factors are found limited input production and cultivation environment. In the downstream subsystem, the factors of limitation of post-harvest and downstream infrastructure were found, as well as factors of limited market access and low economic value. In the supporting service subsystem, the weak factors of agricultural assistance and human resource capacity were found, the weak institutional factors and support of farmers' capital, as well as the factors of policy incompatibility and spatial planning. The findings of this research provide an in-depth understanding of the complexity of the agropolitan system issues in Humbang Hasundutan Regency.
