Abstract

PT XYZ merupakan perusahaan pengelola Proyek Refinery Development Master Plan (RDMP) Balikpapan. Proyek ini bertujuan untuk meningkatkan kapasitas pengolahan kilang dan menghasilkan produk dengan kualitas EURO V yang lebih ramah lingkungan. Saat ini proyek telah berada pada masa akhir konstruksi yang akan dilanjutkan dengan fase commissioning yang sangat membutuhkan identifikasi peralatan secara efektif. Pada proyek ini label yang tersedia di peralatan tidak memadai secara operasional dan pengadaan fasilitas untuk equipment labelling tidak termasuk dalam scope of work dari proyek. Terdapat tiga alternatif untuk menyelesaikan permasalahan ini yaitu melaksanakan change order pada kontrak proyek, melaksanakan framework cotract pengadaan label dan melakukan pengadaan fasilitas secara mandiri oleh bagian terkait. Penelitian ini bertujuan untuk memilih metode pengadaan terbaik diantara ketiga alternatif tersebut. Dengan menggunakan metode analisis Delphi didapatkan empat kriteria dan dua belas subkriteria yang penting untuk dipertimbangkan dalam pemilihan alternatif. Kriteria tersebut kemudian diolah menggunakan metode AHP sehingga dihasilkan pembobotan pada biaya (0,404), waktu (0,332), kualitas (0,164) dan operasional (0,100). Hasil penelitian menunjukkan bahwa pengadaan fasilitas secara mandiri oleh bagian terkait (0,454) merupakan pilihan terbaik diikuti dengan penerapan framework contract pengadaan label (0,320), dan pelaksanaan change order pada kontrak proyek (0,226). Pelaksanaan penelitian dengan pendekatan yang terstruktur diharapkan dapat membantu perusahaan untuk menghasilkan keputusan yang tepat dan efisien.

PT XYZ is the managing company of the Balikpapan Refinery Development Master Plan (RDMP) Project. This project aims to increase the refinery's processing capacity and produce products with EURO V quality that are more environmentally friendly. Currently, the project is in the final construction phase, which will be continued with the commissioning phase, a phase that greatly requires effective equipment identification. In this project, the labels available on the equipment are not operationally adequate, and the procurement of facilities for equipment labeling is not included in the scope of work of the project. There are three alternatives to solve this problem, namely implementing a change order in the project contract, implementing a label procurement framework contract and procuring facilities independently by the relevant department. This study aims to choose the best procurement method among the three alternatives. Using the Delphi analysis method, four criteria and twelve sub-criteria were obtained that are important to consider in selecting alternatives. These criteria were then processed using the AHP method to produce weightings for cost (0.404), time (0.332), quality (0.164) and operational (0.100). The research results show that independent procurement of facilities by the relevant departments (0.454) is the best option, followed by the implementation of a label procurement contract framework (0.320) and the implementation of change orders in project contracts (0.226). Conducting research using a structured approach is expected to help companies produce objective and efficient decisions.
