Abstract
Kereta api merupakan moda transportasi penting bagi mobilitas harian penumpang dan distribusi barang. Peningkatan frekuensi perjalanan dan padatnya jadwal operasional turut menambah beban kerja petugas terutama pada pekerjaan operasional dan pemeliharaan harian perkeretapian yang memiliki tingkat resiko yang tinggi sehingga kecelakaan kerja sering kali menimpa para pekerja kereta api selama menjalankan tugasnya. Kecelakaan kerja ini sebagian besar disebabkan oleh rendahnya perilaku keselamatan dari para pekerja. Salah satu cara efektif membangun budaya keselamatan tidak cukup hanya dengan aturan, tetapi juga perlu perilaku keselamatan sukarela yang dilakukan melebihi tuntutan pekerjaan formal (safety citizenship behavior) untuk peduli dan terlibat dalam menjaga keselamatan kerja. Penelitian ini bertujuan untuk mengkaji bagaimana perilaku keselamatan sukarela pekerja dipengaruhi oleh kepemimpinan keselamatan (safety leadership), pengetahuan keselamatan (safety knowledge) serta sikap keselamatan (safety attitude). Selain itu, penelitian ini juga melihat hubungan antara variabel work engagement dan risk perception dengan safety leadership dan safety knowledge. Sebanyak 60 karyawan tetap PT KAI (Persero) menjadi responden, dan dianalisis menggunakan metode structural equation modeling (SEM) dengan software SmartPLS. Hasil penelitian menunjukkan bahwa work engagement berpengaruh signifikan terhadap safety leadership, risk perception berpengaruh signifikan terhadap safety knowledge. Selain itu, safety leadership dan safety knowledge berpengaruh signifikan terhadap safety attitude, serta safety knowledge dan safety attitude berpengaruh signifikan terhadap safety citizenship behavior. Namun, safety leadership tidak secara langsung mempengaruhi safety citizenship behavior melainkan dimediasi oleh sikap keselamatan. Secara teoretis, temuan ini menekankan peran penting safety attitude sebagai mediator dalam mendorong perilaku keselamatan secara sukarela. Secara praktis, manajemen perlu meningkatkan keterlibatan karyawan dengan membentuk perwakilan keselamatan aktif di setiap unit kerja untuk menumbuhkan budaya keselamatan yang partisipatif dan berkelanjutan.

Railways are an essential mode of transportation for daily passenger mobility and freight distribution. The increase in travel frequency and tight operational schedules has added to the workload of railway personnel, especially in daily operations and maintenance tasks, which are high risk. Consequently, railway workers often experience work-related accidents while on duty. These incidents are largely due to low levels of safety behavior among workers. Building a strong safety culture cannot rely on regulations alone, it also requires voluntary safety behaviors that go beyond formal job descriptions, known as safety citizenship behavior, where employees care and take initiative in maintaining workplace safety. This study aims to examine how workers’ voluntary safety behavior is influenced by safety leadership, safety knowledge, and safety attitude. It also explores the relationships between work engagement and risk perception with both safety leadership and safety knowledge. A total of 60 permanent employees of PT KAI (Persero) participated in this study, analyzed using Structural Equation Modeling (SEM) via SmartPLS. The results show that work engagement significantly affects safety leadership, while risk perception significantly influences safety knowledge. Additionally, safety leadership and safety knowledge affect safety attitude, and safety knowledge and safety attitude affect safety citizenship behavior. However, safety leadership indirectly affects SCB, mediated by safety attitude. Theoretically, these findings emphasize the critical role of safety attitude as a mediator in promoting voluntary safety behavior. Practically, management should enhance employee engagement by establishing active safety representatives in each work unit to foster a participatory and sustainable safety culture
