Abstract

Penelitian ini bertujuan untuk merumuskan arahan penataan kawasan Jalan Kayoon Kali di Surabaya dengan pendekatan Waterfront City sebagai respons terhadap pengembangan program Surabaya Inland Waterways. Penelitian ini menggunakan metode Importance Performance Analysis (IPA) untuk mengidentifikasi kesenjangan antara tingkat kepentingan dan kinerja pada 28 indikator fisik dan non-fisik berdasarkan persepsi masyarakat. Sebanyak 14 indikator ditemukan berada pada Kuadran I sebagai prioritas utama perencanaan, meliputi aspek trotoar, orientasi bangunan terhadap sungai, ketersediaan fasilitas umum, kebersihan, keamanan, ruang terbuka, dan kualitas vegetasi. Hasil IPA kemudian dianalisis secara deskriptif kualitatif dengan pendekatan triangulasi yang membandingkan kondisi eksisting dengan dua sumber: (1) praktik terbaik penataan kawasan waterfront seperti Manila Baywalk, Pontianak, dan Semarang; serta (2) regulasi teknis seperti Permen PUPR No. 14/PRT/M/2017 dan RDTR Kota Surabaya. Analisis ini menghasilkan arahan penataan kontekstual yang mengintegrasikan aspek sosial, ekologis, estetika, dan keamanan. Arahan meliputi pelebaran dan perbaikan trotoar, reorientasi fasad bangunan ke sungai, penyediaan ruang terbuka publik multifungsi, jalur hijau, peningkatan fasilitas umum, dan penguatan sistem keamanan kawasan. Penataan ini diharapkan mampu menghidupkan kembali fungsi tepi sungai sebagai ruang publik yang inklusif, mendukung identitas kawasan, dan memperkuat konektivitas transportasi berbasis air di Surabaya.

This research aims to formulate planning directions for the revitalization of Jalan Kayoon Kali in Surabaya using the Waterfront City approach, as a response to the development agenda of the Surabaya Inland Waterways program. The study employs the Importance Performance Analysis (IPA) method to identify gaps between perceived importance and performance across 28 physical and non-physical indicators. A total of 14 indicators were identified in Quadrant I, highlighting priority aspects such as pedestrian comfort, building orientation towards the river, availability of public facilities, cleanliness, safety, open spaces, and vegetation quality. These key variables were further analyzed using a descriptive qualitative approach through source triangulation, comparing the existing conditions with two sources: (1) best practices from successful waterfront developments such as Manila Baywalk, Pontianak, and Semarang, and (2) relevant regulations, including the Ministry of Public Works Regulation No. 14/PRT/M/2017 and Surabaya's Detailed Spatial Plan (RDTR). The analysis resulted in contextual planning directions that integrate social, ecological, aesthetic, and safety aspects. The proposed interventions include sidewalk widening and improvement, reorientation of building façades toward the river, provision of multifunctional public spaces and green corridors, enhancement of basic infrastructure, and strengthening of safety systems. These strategies are expected to reactivate the riverfront as an inclusive public space, strengthen the area's identity, and support the development of water-based transportation connectivity in Surabaya.
