Abstract
Tren active travel seperti berjalan kaki dan bersepeda meningkat signifikan di Surabaya, khususnya wilayah timur, pasca pandemi COVID-19. Namun, pertumbuhan ini belum diimbangi oleh penyediaan infrastruktur yang memadai dan terkoneksi ke pusat kota. Penelitian ini bertujuan merumuskan strategi penyediaan infrastruktur pendukung active travel pada koridor populer yang menghubungkan Surabaya Timur dan pusat kota. Menggunakan pendekatan rasionalistik dengan metode mix-method, tahapan penelitian meliputi analisis spasial data Strava Metro untuk mengungkap jalur populer, validasi kuisioner oleh pelaku active travel, analisis faktor penyediaan infrastruktur melalui metode Delphi, serta analisis Importance-Performance Analysis (IPA) dan deskriptif kualitatif untuk perumusan strategi. Hasil identifikasi menunjukkan bahwa koridor Jl. Dr. Moestopo – Jl. Dharmahusada merupakan jalur penghubung utama dengan jumlah perjalanan tinggi berdasarkan data Strava, serta divalidasi oleh 82,6% responden. Melalui Delphi, diperoleh 21 faktor berpengaruh berdasarkan validasi lima stakeholder hilir. Analisis IPA mengelompokkan variabel ke dalam empat kuadran strategis, dengan fokus utama pada variabel kuadran I, yaitu tempat duduk dan dukungan publik. Selanjutnya, strategi dirumuskan secara deskriptif melalui pendekatan triangulasi antara temuan lapangan, tinjauan pustaka, pedoman kebijakan dan best practice. Penelitian ini menghasilkan arah strategi berbasis data yang aplikatif, kontekstual, dan relevan untuk pengembangan infrastruktur active travel pada lokasi populer.

The trend of active travel, such as walking and cycling, has increased significantly in Surabaya, particularly in the eastern region, following the COVID-19 pandemic. However, this growth has not been matched by adequate and well-connected infrastructure to the city center. This study aims to formulate a strategy for providing supporting infrastructure for active travel along a priority corridor connecting East Surabaya with the city center. Using a rationalistic approach with a mixed-method design, the research stages include spatial analysis of Strava Metro data to identify popular routes, validation through questionnaires from active travel users, infrastructure factor analysis using the Delphi method, and strategy formulation through Importance-Performance Analysis (IPA) and qualitative descriptive analysis. The findings identify the corridor of Jl. Dr. Moestopo – Jl. Dharmahusada as the main connecting route with the highe number of active travel trips based on Strava data, validated by 82.6% of respondents. The Delphi process resulted in 21 influential factors based on input from five downstream stakeholders. The IPA results categorized variables into four strategic quadrants, with priority focus on quadrant I variables: seating facilities and public support. Subsequently, strategies were descriptively formulated through a triangulation approach that integrates field findings, literature reviews, policy guidelines, and best practices. This study produces a data-driven, context-sensitive strategic direction for developing integrated active travel infrastructure in urban environments.
