Abstract
Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi keputusan pemilik lahan sawah yang dilindungi dalam mengonversi lahannya dan merumuskan rekomendasi kebijakan yang diperlukan untuk mempertahankan fungsi dan aktivitas pertanian. Masalah ini didorong oleh meningkatnya kebutuhan lahan di Kabupaten Sidoarjo, yang menyebabkan pemilik lahan sawah menghadapi tekanan untuk mengonversi lahan mereka. Analisis SEM-PLS digunakan untuk mencari arah hubungan dan besar pengaruh faktor, kemudian rekomendasi kebijakan didapatkan melalui summative content analysis. Faktor-faktor yang dianalisis meliputi faktor sosial, ekonomi, kebijakan, dan lingkungan yang signifikan memengaruhi keputusan pemilik lahan. Hasil analisis menunjukkan bahwa faktor ekonomi memiliki pengaruh dominan terhadap keputusan menjual lahan, dengan pertimbangan seperti harga jual lahan, nilai bagi hasil keuntungan tani, dan ketergantungan hidup terhadap lahan. Faktor kebijakan juga berperan penting, khususnya kebijakan pemerintah yang kurang mendukung kesejahteraan petani. Faktor lingkungan berpengaruh lebih kecil, meskipun risiko usaha tani dan keterbatasan sarana prasarana juga menjadi pertimbangan. Sedangkan faktor sosial tidak signifikan. Rekomendasi kebijakan yang dihasilkan meliputi peningkatan akses ke kredit modal, subsidi bantuan, pelatihan, serta pemerataan bantuan dari pemerintah, sosialisasi program, hingga penegasan alih fungsi lahan.

This study aims to analyze the factors that influence the decision of protected paddy field owners to convert their land and formulate policy recommendations needed to maintain agricultural functions and activities. This issue is driven by the increasing demand for land in Sidoarjo Regency, which causes paddy field owners to face pressure to convert their land. SEM-PLS analysis was used to find the direction of the relationship and the magnitude of the influence of factors, then policy recommendations were obtained through summative content analysis. Factors analyzed included social, economic, policy and environmental factors that significantly influenced landowners' decisions. The results of the analysis show that economic factors have a dominant influence on the decision to sell land, with considerations such as the selling price of land, the value of farm profit sharing, and the dependence of life on land. Policy factors also play an important role, particularly government policies that are less supportive of farmers' welfare. Environmental factors have a smaller effect, although farming risks and limited infrastructure are also considerations. Meanwhile, social factors are not significant. The resulting policy recommendations include increasing access to capital credit, subsidized assistance, training, and equitable distribution of assistance from the government, socialization of programs, and affirmation of land conversion.
