Abstract
Penelitian ini bertujuan untuk merumuskan program pengembangan produk olahan susu berbasis pendekatan ekonomi lokal (PEL) di Kecamatan Grati, Kabupaten Pasuruan. Pengumpulan data dilakukan melalui observasi lapangan, wawancara mendalam dengan pemangku kepentingan, dan analisis dokumen. Penilaian terhadap 11 produk turunan susu dilakukan menggunakan metode Simple Additive Weighting (SAW) untuk menentukan prioritas pengembangan dan dilanjutkan dengan validasi melalui wawancara mengenai usulan arahan pengembangan. Hasilnya menunjukkan bahwa susu pasteurisasi, susu UHT, dan es krim merupakan produk prioritas dengan potensi tertinggi dengan faktor hambatan Peran Pemerintah, Kuantitas Tenaga Kerja, Ketersediaan Teknologi, dan Pemahaman Teknologi. Untuk menjawab hambatan pada aspek Peran Pemerintah, penelitian ini mengusulkan fasilitasi penyusunan MoU antar pemangku kepentingan serta forum evaluasi triwulanan sebagai upaya membangun kemitraan yang berkelanjutan. Hambatan Kuantitas Tenaga Kerja direspon melalui strategi promosi berbasis kegiatan “Susu Expo” dan kampanye digital yang menargetkan generasi muda agar lebih tertarik terlibat di sektor ini. Masalah pada aspek Ketersediaan Teknologi, khususnya pada produk susu UHT, diatasi melalui skema kerja sama produksi (toll manufacturing) antara koperasi dan industri, dengan fasilitasi dari pemerintah daerah. Sementara itu, rendahnya Pemahaman Teknologi dijawab melalui program Training of Trainers (TOT) yang dirancang kontekstual per produk dan berorientasi pada pendampingan komunitas secara berkelanjutan. Penelitian ini memberikan rekomendasi strategis yang dapat dijadikan acuan dalam pengembangan sektor olahan susu di wilayah perdesaan.

This study aims to formulate development programs for dairy-based processed products using a Local Economic Development (LED) approach in Grati District, Pasuruan Regency. Data were collected through field observations, in-depth interviews with stakeholders, and document analysis. An assessment of 11 dairy derivative products was conducted using the Simple Additive Weighting (SAW) method to determine development priorities, followed by validation through interviews on proposed strategic directions. The results indicate that pasteurized milk, UHT milk, and ice cream are priority products with the highest potential, yet they face key obstacles in four areas: Government Role, Labor Quantity, Technology Availability, and Technological Understanding. To address the challenges in Government Role, this study proposes facilitating the drafting of Memorandums of Understanding (MoUs) among stakeholders and the establishment of quarterly evaluation forums to build sustainable partnerships. The issue of Labor Quantity is tackled through promotional strategies involving the “Susu Expo” and digital campaigns aimed at encouraging youth engagement in the dairy sector. The challenge of Technology Availability—particularly for UHT milk—is addressed through a toll manufacturing scheme between cooperatives and the processing industry, facilitated by local government. Meanwhile, the lack of Technological Understanding is responded to through a contextual, product-specific Training of Trainers (TOT) program, focused on continuous community-based capacity building. This study offers strategic recommendations that can serve as a reference for developing the dairy processing sector in rural areas.
