Abstract
Sebagai satu-satunya cagar budaya Keraton yang masih berdiri di Jawa Timur, Keraton Sumenep telah dikembangkan menjadi destinasi wisata budaya dan sejarah unggulan di Pulau Madura. Namun dalam proses pengembangannya, terdapat beberapa permasalahan baik dari segi kondisi fisik, aktivitas wisata dan pemaknaan tempat yang menjadikannya mengalami penurunan jumlah kunjungan sebesar 40,3% pada tahun 2023. Pendekatan teori Place Identity dirasa cocok untuk dijadikan salah satu metode dalam upaya mengoptimalkan kegiatan wisata budaya dan sejarah di Keraton Sumenep. Penelitian ini bertujuan untuk menghasilkan rumusan strategi optimalisasi Keraton Sumenep sebagai destinasi wisata budaya dan sejarah melalui pendekatan place identity. Data yang diperlukan dalam penelitian ini diperoleh melalui survei primer yang berfokus pada wawancara terstruktur dan kuesioner delphi kepada 10 orang panel ahli dan kuesioner penilaian kepada 104 responden yang terdiri atas masyarakat sekitar serta survei sekunder melalui studi literatur, studi dokumen dan observasi lapangan. Penelitian ini menggunakan pendekatan rasionalistik dengan mix method melalui metode fuzzy delphi method (FDM) untuk mengetahui faktor atau variabel yang membentuk identitas tempat Keraton Sumenep, statistik deskriptif untuk mengetahui hasil penilaian kondisi identitas tempat Keraton Sumenep dan deskripsi kualitatif untuk merumuskan strategi optimalisasi yang dibutuhkan. Penelitian ini menghasilkan 3 temuan dengan temuan pertama yaitu terdapat 23 sub-variabel yang disepakati oleh para ahli dengan rincian 1 sub-variabel konsensus ditolak dan 1 variabel temuan baru. Hasil penilaian kondisi identitas tempat Keraton Sumenep menunjukkan terdapat 4 sub-variabel yang masuk dalam kategori Sedang dengan nilai skor dibawah 60% (<60%). Hingga hasil dari penelitian keseluruhan didapatkan 33 rumusan strategi yang terbagi ke dalam 18 strategi sub-variabel kategori sedang dan 15 strategi sub-variabel kategori tinggi. Diharapkan hasil penelitian ini dapat menjadi acuan atau pertimbangan dalam proses penyusunan RIPPDA Kabupaten Sumenep di tahun berikutnya.

As the only palace cultural heritage that still exists in East Java, the Sumenep Palace has been developed into a leading cultural and historical tourist destination on Madura Island. However, in the development process, there are several problems both in terms of physical conditions, tourism activities and the meaning of places that make it experience a decrease in the number of visits by 40.3% in 2023. The Place Identity theory approach is suitable to be used as one of the methods in an effort to optimize cultural and historical tourism activities in the Sumenep Palace. This research aims to produce a formulation of optimization strategy of Sumenep Palace as a cultural and historical tourism destination through place identity approach. The data required in this study were obtained through primary surveys focusing on structured interviews and delphi questionnaires to 10 expert panels and assessment questionnaires to 100 respondents consisting of the surrounding community, as well as secondary surveys through literature studies, document studies and field observations. This research uses a rationalistic approach with a mix method through the fuzzy delphi method (FDM) to find out the factors or variables that make up the identity of the Sumenep Palace place, descriptive statistics to determine the results of the assessment of the condition of the place identity of the Sumenep Palace and qualitative descriptions to formulate the optimization strategies needed. This research produces 3 findings with the first finding that there are 23 sub-variables agreed by experts with details of 1 sub-variable consensus rejected and 1 new finding variable. The results of the assessment of the condition of the identity of the Sumenep Palace place show that there are 4 sub-variables that fall into the Medium category with a score value below 60% (<60%). Until the results of the overall research obtained 33 strategy formulations which are divided into 18 sub-variable strategies in the medium category and 15 sub-variable strategies in the high category. It is hoped that the results of this study can be a reference or consideration in the process of preparing the Sumenep District RIPPDA in the following year.
