Abstract

Penelitian ini mengusulkan pendekatan terintegrasi dalam membangun metrik kinerja berorientasi keberlanjutan pada sektor pupuk yang padat sumber daya (the resource-intensive). Dengan mengintegrasikan Baldrige Excellence Framework (BEF) yang secara luas telah diadopsi untuk keunggulan organisasi dan S&P Global Corporate Sustainability Assessment (CSA) ESG Scores, penelitian ini menjawab bagaimana seperangkat Key Performance Indicators (KPI) yang selaras dikembangkan untuk memperkuat pelaporan tahunan dan keberlanjutan pada perusahaan pupuk di Indonesia. Desain penelitian menggunakan pendekatan kualitatif–kuantitatif. Pertama, seluruh 118 indikator CSA sektor kimia dipetakan secara kualitatif ke dalam tujuh kategori BEF, menghasilkan heat map berkode ganda yang memperjelas kepemilikan proses dan jalur pengungkapan. Kedua, dilakukan analisis konten terhadap laporan tahun 2023 dari enam perusahaan pupuk milik negara yang menghasilkan KPI Disclosure Coverage Index (KDCI). Ketiga, Performance Index (PI) komposit dikembangkan dari metrik hasil Kategori 7 Baldrige. Uji korelasi Pearson menunjukkan hubungan positif yang sangat kuat antara KDCI dan PI (r = 0,84; p < 0,05), yang mengindikasikan bahwa pengungkapan KPI yang lebih luas dan terperinci selaras dengan peningkatan hasil operasional. Namun, skor ESG yang berasal dari CSA hanya menunjukkan hubungan yang lemah dan tidak signifikan dengan KDCI maupun PI, yang mengisyaratkan bahwa peringkat ESG belum sepenuhnya diterjemahkan menjadi manfaat kinerja nyata dalam industri pupuk di Indonesia. KPIs set yang terintegrasi (139 metrik yang disempurnakan dari kerangka CSA) menawarkan peta jalan praktis untuk mengintegrasikan keberlanjutan ke dalam manajemen sehari-hari dan meningkatkan kredibilitas pelaporan eksternal Rekomendasi mencakup penguatan kapabilitas pada bidang Pengukuran & Analisis, penetapan target bertahap dibandingkan dengan perusahaan global, serta perluasan studi ke produsen pupuk internasional untuk menguji penerapannya.

This study proposes an integrated approach for constructing a sustainability oriented performance metrics in the resource intensive fertilizer sector. Bridging the Baldrige Excellence Framework (BEF) (widely adopted for organisational excellence) with the S&P Global Corporate Sustainability Assessment (CSA) ESG Scores, the research answers how a balanced set of Key Performance Indicators (KPIs) can be developed to strengthen annual and sustainability reporting at Indonesian fertilizer companies. A qualitative - quantitative design was employed. First, all 118 Chemicals sector CSA indicators were qualitatively mapped to the seven BEF categories, yielding a dual coded heat map that clarifies process ownership and disclosure pathways. Second, a content analysis of 2023 reports from six state owned fertilizer companies generated the KPI Disclosure Coverage Index (KDCI). Third, a composite Performance Index (PI) was built from Category 7 Baldrige outcome metrics. Pearson correlation tests reveal a very strong positive association between KDCI and PI (r = 0.84, p < 0.05), indicating that broader, more detail KPI disclosure aligns with greater operational results. However, CSA derived ESG Scores display only weak, non significant links to both KDCI and PI, suggesting that ESG ratings have yet to translate into tangible performance benefits within Indonesia’s fertilizer industry. The integrated KPI set (139 metrics refined from the CSA frameworks) offers a practical roadmap for embedding sustainability into daily management and enhancing the credibility of external reporting. Recommendations cover capability building in Measurement & Analysis, phased target setting against global peers, and extensions to international fertilizer producers to test applicability.
