Abstract

Kawasan Bandar Grisse merupakan kawasan kota lama di Kabupaten Gresik yang telah direvitalisasi dan memiliki nilai strategis sebagai simpul kegiatan ekonomi, budaya, dan pariwisata. Jalur pedestrian di kawasan ini memainkan peran penting dalam mendukung konektivitas antar destinasi dan mobilitas masyarakat. Namun, keberadaan sektor informal seperti Pedagang Kaki Lima (PKL) yang belum tertata dengan baik masih menjadi hambatan bagi tercapainya kualitas jalur pedestrian yang optimal dan ramah pejalan kaki. Di sisi lain, PKL juga merupakan bagian dari identitas kawasan kota lama yang perlu dikelola secara adaptif. Penelitian ini bertujuan untuk merumuskan arahan pengembangan jalur pedestrian di kawasan kota lama Bandar Grisse yang mendukung tingkat walkability dan mampu mengakomodasi sektor informal secara selaras. Metode yang digunakan meliputi analisis Delphi untuk menjaring faktor-faktor pengembangan dari perspektif ahli, Importance Performance Analysis (IPA) untuk mengetahui persepsi pejalan kaki, dan Content Analysis (CA) untuk memahami kebutuhan PKL. Hasil penelitian menunjukkan bahwa faktor prioritas dari pejalan kaki mencakup kondisi permukaan jalur, fasilitas penyeberangan yang aman, kebersihan, dan ketersediaan tempat sampah. Dari sisi PKL, waktu berjualan malam hari, penggunaan tenda portabel, serta pola pelayanan menjadi perhatian utama. Berdasarkan hal tersebut, dirumuskan arahan berupa peningkatan kualitas fisik jalur pedestrian, penyediaan fasilitas pendukung yang sesuai standar, penataan waktu dan bentuk sarana berjualan PKL agar tidak mengganggu ruang berjalan, serta penguatan fungsi kawasan kota lama melalui integrasi sektor informal yang tertib. Arahan ini diharapkan dapat mendukung terciptanya ruang publik yang tertib, inklusif, dan berkelanjutan sesuai dengan karakter historis kawasan.

The Bandar Grisse area is an old town in Gresik Regency that has been revitalized and holds strategic value as a hub for economic, cultural, and tourism activities. Pedestrian pathways in this area play a crucial role in supporting connectivity between destinations and enhancing community mobility. However, the presence of informal sectors such as street vendors (PKL) that are not yet properly regulated remains a barrier to achieving optimal pedestrian pathway quality and pedestrian-friendliness. On the other hand, PKL are also part of the old town area’s identity and needs to be managed adaptively. This study aims to formulate guidelines for the development of pedestrian paths in the old city area of Bandar Grisse that support walkability and accommodate the informal sector in a harmonious manner. The methods used include Delphi analysis to identify development factors from the perspective of experts, Importance Performance Analysis (IPA) to determine pedestrian perceptions, and Content Analysis (CA) to understand the needs of PKL. The research results indicate that the priority factors for pedestrians include the condition of the pathway surface, safe crossing facilities, cleanliness, and the availability of trash bins. From the PKL perspective, evening trading hours, the use of portable tents, and service patterns are the main concerns. Based on these findings, the following recommendations were formulated: improving the physical quality of pedestrian paths, providing supporting facilities that meet standards, regulating the timing and form of PKL sales activities to avoid obstructing pedestrian space, and strengthening the function of the old city area through the integration of the informal sector in an orderly manner. These recommendations are expected to support the creation of a public space that is orderly, inclusive, and sustainable in line with the historical character of the area.
