Abstract
Sistem Informasi Geografis (SIG) memiliki peran penting dalam mendukung pengambilan keputusan di berbagai sektor, seperti perencanaan kota, logistik, dan manajemen lingkungan. Namun, kualitas SIG yang buruk dapat mengakibatkan kesalahan dalam penetapan kebijakan akibat data yang tidak akurat, tidak lengkap, atau usang. Evaluasi kualitas SIG saat ini masih sering bersifat subjektif dan tidak konsisten karena kurangnya pendekatan terstandar. Untuk mengatasi hal tersebut, diperlukan kerangka evaluasi terpadu yang mencakup aspek kualitas perangkat lunak, kualitas data geospasial, dan pengalaman pengguna.
Permasalahan utama dalam penelitian ini adalah belum adanya pendekatan evaluasi kualitas SIG yang mengintegrasikan metode WebQual 4.0, ISO 25010, dan ISO 19157 secara bersamaan. WebQual 4.0 berfokus pada persepsi pengguna terhadap kualitas layanan, ISO 25010 mengukur karakteristik teknis perangkat lunak, sedangkan ISO 19157 menilai kualitas data geospasial. Kurangnya integrasi ketiga standar tersebut mengakibatkan penilaian yang tidak menyeluruh terhadap kualitas SIG. Penelitian ini bertujuan untuk mengembangkan kerangka kerja evaluasi kualitas SIG yang terintegrasi dari ketiga metode tersebut. Metodologi yang digunakan meliputi studi literatur, penyusunan kuesioner berbasis dimensi WebQual 4.0, ISO 25010, dan ISO 19157, serta pengumpulan data dari pengguna situs Bali Satu Data. Validitas dan reliabilitas instrumen diuji, diikuti dengan analisis statistik menggunakan metode Analytical Hierarchy Process (AHP), Importance Performance Analysis (IPA), dan uji T-Test. Hasil dari penelitian ini diharapkan dapat menghasilkan matriks kualitas terpadu sebagai panduan praktis bagi pengembang dan pemangku kepentingan dalam meningkatkan kualitas SIG secara menyeluruh.

Geographic Information Systems (GIS) play an important role in supporting decision-making in various sectors, such as urban planning, logistics, and environmental management. However, poor GIS quality can lead to errors in policy-making due to inaccurate, incomplete, or outdated data. GIS quality evaluation is currently often subjective and inconsistent due to the lack of a standardized approach. To address this issue, an integrated evaluation framework is needed that covers aspects of software quality, geospatial data quality, and user experience. The main problem in this study is the absence of a GIS quality evaluation approach that integrates the WebQual 4.0, ISO 25010, and ISO 19157 methods simultaneously. WebQual 4.0 focuses on user perceptions of service quality, ISO 25010 measures the technical characteristics of software, while ISO 19157 assesses the quality of geospatial data. The lack of integration of these three standards results in an incomplete assessment of GIS quality. This study aims to develop an integrated GIS quality evaluation framework from these three methods. The methodology used includes literature review, questionnaire development based on the dimensions of WebQual 4.0, ISO 25010, and ISO 19157, and data collection from users of the Bali Satu Data website. The validity and reliability of the instrument were tested, followed by statistical analysis using the Analytical Hierarchy Process (AHP), Importance Performance Analysis (IPA), and T-Test methods. The results of this study are expected to produce an integrated quality matrix as a practical guide for developers and stakeholders in improving GIS quality comprehensively.
