Abstract

Sustainable Development Goals (SDGs) merupakan rencana aksi global untuk meningkatkan kesejahteraan masyarakat dengan memperhatikan empat pilar yaitu sosial, ekonomi, lingkungan, serta hukum dan tata kelola. SDGs mencakup 17 tujuan beserta indikator-indikator sebagai data pengukurannya. Penelitian ini bertujuan untuk menganalisis model struktural dan hubungan antara pilar, Tujuan, dan indikator dalam SDGs menggunakan Higher-Order Partial Least Square Path Modelling (Higher-Order PLS-PM) dengan pendekatan mixed two-step. Indikator diperoleh dari laporan tahunan SDGs yang diterbitkan oleh Bappenas dan BPS pada data provinsi di tahun 2023. Hasil penelitian ini menunjukkan bahwa pilar ekonomi merupakan faktor yang paling berpengaruh terhadap pencapaian SDGs di Indonesia, diikuti oleh pilar sosial, pilar lingkungan, dan terakhir pilar hukum dan tata kelola. Tujuan-tujuan yang memberikan kontribusi terbesar dalam masing-masing pilar antara lain Tujuan 8 “Pekerjaan Layak dan Pertumbuhan Ekonomi” pada pilar ekonomi, Tujuan 4 “Pendidikan Berkualitas” pada pilar sosial, Tujuan 12 “Konsumsi dan Produksi yang Bertanggung Jawab” pada pilar lingkungan serta Tujuan 16 “Perdamaian, Keadilan, dan Kelembagaan yang Tangguh” pada pilar hukum dan tata kelola. Selain itu, analisis skor variabel laten menunjukkan capaian SDGs tiap provinsi, dimana DKI Jakarta menempati peringkat tertinggi dalam pencapaian SDGs. Model ini mampu menganalisis hubungan antar indikator, tujuan, dan pilar dalam pencapaian SDGs, serta dapat digunakan sebagai dasar pengambilan kebijakan pembangunan berkelanjutan di Indonesia.

Sustainable Development Goals (SDGs) is a global commitment to improve community welfare and structured by four pillars: social, economic, environmental, and law and governance. The SDGs include 17 goals and some indicators for their measurement. The purpose of this research is to analyze the relationships among pillars, goals, and indicators in SDGs using Higher-Order Partial Least Square Path Modelling (Higher-Order PLS-PM) with mixed two-step approach. The indicators were derived from the annual SDG report by the Ministry of National Development Planning and Statistics Indonesia institution as data from 34 provinces in 2023. The results of this study indicate that the economic pillar is the most influential factor in achieving the SDGs in Indonesia, followed by the social pillar, the environment pillar, and finally the law and governance pillar. The goals that contribute the most within each pillar include Goal 8 "Decent Work and Economic Growth" in the economic pillar, Goal 4 "Quality Education" in the social pillar, Goal 12 "Responsible in Consumption and Production" in the environmental pillar, and Goal 16 "Peace, Justice and Strong Institution" in the law and governance pillar. In addition, the analysis of latent variable scores reveals the SDGs performance across provinces, with DKI Jakarta ranking highest in the achievement of SDGs. This model effectively analyzes the relationships among indicators, goals, and pillars in SDG achievement, also can serve as a foundation for evidence-based policymaking in sustainable development planning in Indonesia.
