Abstract
Kabupaten Badung di Provinsi Bali, sebagai pusat strategis pariwisata internasional yang sedang diarahkan menjadi kawasan berbasis budaya dan keberlanjutan, menghadapi lonjakan timbulan limbah plastik, khususnya dari botol plastik, seiring meningkatnya konsumsi di sektor pariwisata. Pemerintah Provinsi Bali merespons kondisi ini dengan menerbitkan Surat Edaran Gubernur Bali Nomor 9 Tahun 2025 tentang Gerakan Bali Bersih Limbah, yang melarang produksi botol plastik berukuran di bawah satu liter sebagai langkah pengendalian limbah dari hulu. Di tingkat nasional, Indonesia mencatat konsumsi plastik sebesar 5,67 juta ton per tahun dengan konsumsi per kapita 19,8 kg, dan menjadi penyumbang limbah plastik laut terbesar kedua di dunia akibat sistem pengelolaan yang belum optimal. Situasi ini menegaskan perlunya solusi teknologi yang tidak hanya mampu mereduksi timbulan limbah, tetapi juga mendukung prinsip ekonomi sirkular dan upaya Bali sebagai destinasi wisata bebas polusi. Penelitian ini bertujuan menentukan teknologi pengolahan limbah botol plastik yang paling optimal melalui pendekatan Analytical Hierarchy Process (AHP) untuk pembobotan enam kriteria utama (biaya, teknis, lingkungan, sosial, kebijakan, dan ekonomi), yang divalidasi melalui Focus Group Discussion (FGD) dengan para pemangku kepentingan. Hasil analisis multi-kriteria menunjukkan bahwa Pyrolysis menjadi pilihan teknologi terbaik dengan skor total 3,45 karena keunggulannya dalam efisiensi teknis, keuntungan ekonomis, serta kesesuaian dengan prinsip ekonomi sirkular. Kelayakan finansialnya pun terbukti melalui analisis Net Present Value (NPV) sebesar Rp14.460.599 dan Internal Rate of Return (IRR) sebesar 9,25%, yang menunjukkan bahwa teknologi ini tidak hanya relevan secara kebijakan dan lingkungan, tetapi juga realistis dan menguntungkan secara ekonomi.

Badung Regency in Bali Province, as a strategic hub for international tourism currently being developed into a region rooted in culture and sustainability, is facing a significant increase in plastic waste, especially from plastic bottles, due to growing consumption in the tourism sector. To address this issue, the Bali Provincial Government issued Governor’s Circular Letter No. 9 of 2025 on the Bali Clean Waste Movement, which bans the production of plastic bottles smaller than one liter as a measure to control waste at the source. Nationally, Indonesia records plastic consumption of 5.67 million tons per year, with 19.8 kg per capita, and is the world’s second-largest contributor to marine plastic pollution due to an underperforming waste management system. This situation highlights the urgent need for technological solutions that not only reduce waste but also align with circular economy principles and support Bali’s vision of a pollution-free tourist destination. This study aims to identify the most suitable plastic bottle waste treatment technology using the Analytical Hierarchy Process (AHP) to systematically weigh six main criteria—cost, technical, environmental, social, policy, and economic—validated through Focus Group Discussions (FGD) with key stakeholders. The multi-criteria analysis selected Pyrolysis as the most optimal technology with the highest score of 3.45, due to its technical efficiency, economic benefits, and compatibility with circular economy goals. Financial feasibility analysis also confirms its viability, with a projected Net Present Value (NPV) of Rp14,460,599 and an Internal Rate of Return (IRR) of 9.25%, showing that this technology is not only policy- and environmentally-relevant but also economically realistic and profitable.
