Abstract
Penelitian ini bertujuan untuk merencanakan pengembangan elemen kunci kompetensi hijau pada PT PLN (Persero) sebagai langkah strategis mendukung pencapaian target Net Zero Emission (NZE) pada tahun 2060. Rencana Pengembangan disusun pada tiga proses bisnis utama, yaitu pembangkitan, transmisi, dan distribusi, yang selanjutnya elemen kunci kompetensi hijau akan diklasifikasikan ke dalam waktu implementasinya yaitu jangka pendek, jangka menengah, dan jangka panjang. Pengelompokan dilakukan bukan berdasarkan urutan tahapan implementasi, melainkan tingkat prioritas dan urgensi kompetensi. Metodologi penelitian ini bersifat kuantitatif dan kualitatif, di mana pendekatan kuantitatif menggunakan Analytical Hierarchy Process (AHP) untuk menentukan bobot kriteria dan weighted scoring method untuk menghitung prioritas elemen kunci kompetensi hijau. Pendekatan kualitatif dilakukan melalui review referensi dan pengumpulan data kuesioner dari para expert di perusahaan. Seluruh data yang diperoleh telah melalui proses validasi. Hasil penelitian menunjukkan bahwa elemen kunci kompetensi hijau pada bisnis pembangkitan dominan pada jangka pendek karena tuntutan mendesak pengembangan energi terbarukan sesuai RUPTL 2025–2034. Pada bisnis transmisi, elemen kunci kompetensi hijau tersebar relatif merata di seluruh jangka waktu, mencerminkan kesiapan teknologi jaringan cerdas. Di bisnis distribusi, elemen kunci kompetensi hijau juga dominan pada jangka pendek, terutama untuk mendukung service excellent kepada pelanggan. Penelitian ini menyimpulkan bahwa diperlukan strategi yang berbeda-beda pada setiap proses bisnis dan di setiap horizon rencana jangka waktu implementasi. Hasil akhir berupa contoh pengembangan framework telah divalidasi bersama Business Process Owner (BPO), sehingga diharapkan menjadi acuan strategis dalam pengembangan SDM menuju sistem energi rendah emisi dan berkelanjutan.

This research aims to plan the development of key green competence elements at PT PLN (Persero) as a strategic step to support the achievement of the Net Zero Emission (NZE) target by 2060. The development plan is structured across three main business processes: generation, transmission, and distribution. Subsequently, these key green competence elements will be classified by their implementation timelines: short-term, medium-term, and long-term. The grouping is based not on the sequence of implementation stages, but on the level of priority and urgency of the competence. The research methodology is quantitative and qualitative. The quantitative approach utilizes the Analytical Hierarchy Process (AHP) to determine criteria weights and the weighted scoring method to calculate the priority of key green competence elements. The qualitative approach involves literature review and data collection through questionnaires from company experts. All data obtained has undergone a validation process. The research results indicate that key green competence elements in the generation business are predominantly short-term, driven by the urgent demand for renewable energy development in accordance with the 2025–2034 RUPTL (Electricity Supply Business Plan). In the transmission business, key green competence elements are relatively evenly distributed across all timeframes, reflecting the readiness of smart grid technology. In the distribution business, key green competence elements are also dominant in the short-term, primarily to support excellent customer service. This research concludes that different strategies are required for each business process and at each horizon of the implementation timeline. The final output, in the form of a development framework example, has been validated with the Business Process Owner (BPO), and is expected to serve as a strategic reference for human resource development towards a low-emission and sustainable energy system.
