Abstract

Proyek konstruksi termasuk sebaai salah satu jenis pekerjaan dengan potensi risiko kecelakaan kerja yang sangat tinggi. Dari studi yang dilakukan, bahaya yang paling banyak terjadi pada proyek kontruksi yaitu terjatuh, tertusuk, tergores, tersandung, terbentur, terhirup debu, tersengat listrik, dan terkena cipratan beton, dengan risiko yang sangat tinggi hingga dapat menyebabkan kematian. Oleh karena itu, diperlukan adanya sistem manajemen keselamatan kerja konstruksi melalui penggunaan metode Hazard Identification Risk Analysis and Risk Controlling (HIRARC). Penerapan HIRARC akan terlaksana dengan baik jika didukung oleh manajemen Keselamatan dan Kesehatan Konstruksi yang memadai, seperti adanya kebijakan, struktur organisasi, dan anggaran yang memadai. Pada tahap identifikasi dan penilaian risiko, teridentifikasi sebanyak 171 risiko dengan tingkat risiko awal terdiri dari 101 risiko rendah, 63 risiko sedang, dan 7 risiko tinggi. Pekerjaan di ketinggian merupakan aktivitas dengan risiko tertinggi dalam penelitian ini. Setelah dilakukan pengendalian, tingkat risiko menurun menjadi 164 risiko rendah dan 7 risiko sedang. Dengan rencana anggaran biaya pelaksanaan program K3 yang dialokasikan secara terjadwal untuk mengoptimalkan pengelolaan keuangan, ditetapkan anggaran senilai Rp 411.968.218 atau 2.11% dari nilai kontrak pekerjaan struktur, diimplementasikan untuk keperluan pelaksanaan program dan sasaran manajemen keselamatan.

Construction projects are one type of work that has a very high potential risk of work accidents. This study was conducted, the most common hazards in construction projects are falling, being stabbed, scratched, being in sequence, being hit, inhaling dust, being electrocuted, and being splashed with concrete, with a very high risk that can cause death. Therefore, a construction work safety management system is needed using the Hazard Identification Risk Analysis and Risk Controlling (HIRARC) method. The implementation of HIRARC will be carried out properly if supported by adequate Construction Safety and Health management, such as policies, organizational structures, and adequate budgets. At the risk identification and assessment stage, 171 risks were identified with an initial risk level consisting of 101 low risks, 63 medium risks, then 7 high risks. Work at heights is the activity with the highest risk in this study. After control was carried out, the risk level decreased to 164 low risks and 7 medium risks. With the budget plan for the implementation of the K3 program allocated on a scheduled basis to optimize management finances, a budget of Rp. 411.968.218 or 2.11% of the value of the structural work contract has been set, implemented for the purposes of implementing the program in the safety management target.
