Abstract
Kemajuan teknologi digital telah meningkatkan aksesibilitas terhadap judi online, yang menimbulkan berbagai dampak sosial seperti kecanduan, kerugian finansial, dan kriminalitas. Berdasarkan laporan Pusat Pelaporan dan Analisis Transaksi Keuangan (PPATK), terjadi peningkatan signifikan dalam jumlah transaksi judi online di Indonesia, sehingga diperlukan upaya meminimumkan dengan memodelkan dinamika penyebaran kecanduan judi online dan memberikan solusi pengendalian yang optimal. Penelitian ini bertujuan untuk mengkonstruksi kontrol optimal dalam model matematika penyebaran kecanduan judi online dengan mempertimbangkan pengaruh edukasi, pemblokiran rekening bank, dan tindak pidana penjara sebagai variabel kontrol. Penelitian ini memodelkan permasalahan penyebaran kecanduan judi online dan membahas mengenai analisis kestabilan, keterkontrolan, dan keteramatan sistem, serta penerapan Prinsip Minimum Pontryagin untuk memperoleh kontrol optimal. Penyelesaian numerik dilakukan dengan metode Runge-Kutta orde empat dan simulasi divisualisasikan menggunakan perangkat lunak Matlab. Hasil simulasi menunjukkan bahwa penerapan strategi kontrol optimal dapat menurunkan jumlah populasi penjudi kecanduan, populasi operator judi, dan populasi penjudi sesekali serta meningkatkan populasi individu yang telah berhenti berjudi.

The advancement of digital technology has increased the accessibility of online gambling, leading to various social impacts such as addiction, financial loss, and criminal behavior. According to reports from the Financial Transaction Reports and Analysis Center (PPATK), there has been a significant rise in the volume of online gambling transactions in Indonesia. This underscores the need for efforts to minimize its spread by modeling the dynamics of online gambling addiction and providing optimal control solutions. This study aims to construct an optimal control framework within a mathematical model of online gambling addiction, considering the effects of educational interventions, bank account blocking, and criminal penalties as control variables. The research models the issue of online gambling addiction and includes analysis of system stability, controllability, and observability, as well as the application of Pontryagin’s Minimum Principle to derive optimal controls. Numerical solutions are obtained using the fourth-order Runge-Kutta method, and simulations are visualized using MATLAB software. Simulation results demonstrate that implementing optimal control strategies effectively reduces the population of addicted gamblers, gambling operators, and occasional gamblers, while increasing the number of individuals who have ceased gambling.
