Abstract

Perum Jasa Tirta I (PJT I) sebagai perusahaan pengelola sumber daya air menghadapi tantangan yang cukup kompleks dalam upaya pemulihan kualitas air sungai. Kali Surabaya sebagai salah satu sumber air baku strategis mengalami penurunan kualitas akibat pencemaran dari limbah domestik, aktivitas industri, serta tekanan perubahan iklim. Berdasarkan hasil analisis terhadap sejumlah parameter kualitas air, segmen sungai ini tergolong dalam kategori cemar sedang dan tidak memenuhi baku mutu untuk kelas I. Di tengah keterbatasan sumber daya dan meningkatnya permintaan air baku berkualitas, diperlukan pendekatan sistematis untuk menentukan strategi pemulihan kualitas air. Penelitian ini menggunakan metode Analytic Network Process (ANP) yang dikombinasikan dengan kerangka Benefit, Cost, Opportunity, Risk (BCOR) dengan mempertimbangkan sub kriteria yang merepresentasikan dimensi keberlanjutan dari aspek ekonomi, sosial, dan lingkungan. Data dikumpulkan melalui studi literatur, analisis data kualitas air, serta kuisioner pakar dari PJT I, Dinas Lingkungan Hidup, dan Akademisi. Hasil analisis menunjukkan bahwa kriteria Benefit memiliki bobot paling dominan (0,5637), diikuti oleh Opportunity (0,1388), Cost (0,1358), dan Risk (0,1027). Dalam penelitian ini terdapat tiga strategi yang diusulkan yakni Penggelontoran, Pembangunan IPAL Komunal Industri, dan Penerapan Teknologi Nanobubble Generator dan berdasarkan analisa pembobotan kuisioner dari para pakar rekomendasi strategy yang dapat dilakukan Perum Jasa Tirta I sebagai Perusahaan Pengelolaan Sumber Daya Air adalah pembangunan IPAL Komunal Industri yang memperoleh nilai tertinggi pada semua kondisi. Strategi ini dinilai paling mampu memberikan dampak signifikan terhadap peningkatan kualitas air secara berkelanjutan.

Perum Jasa Tirta I (PJT I) as a water resources management company, faces significant challenges in efforts to restore river water quality. The Surabaya River, as one of the strategic raw water sources, has experienced a decline in quality due to pollution from domestic waste, industrial activities, and the pressures of climate change. Based on the analysis of several water quality parameters, this river segment is classified as moderately polluted and does not meet Class I water quality standards. Amid limited resources and increasing demand for high-quality raw water, a systematic approach is required to determine effective water quality restoration strategies. This study employs the Analytic Network Process (ANP) combined with the Benefit, Cost, Opportunity, and Risk (BCOR) framework, taking into account sub-criteria representing the dimensions of sustainability from economic, social, and environmental aspects. Data were collected through literature review, water quality data analysis, and expert questionnaires involving PJT I, the Environmental Agency, and academic experts. The analysis results indicate that the Benefit criterion holds the highest weight (0.5637), followed by Opportunity (0.1388), Cost (0.1358), and Risk (0.1027). This study proposes three strategies: Flushing, the Construction of Communal Industrial Wastewater Treatment Plants (IPAL), and the Implementation of Nanobubble Generator Technology. Based on expert questionnaire weighting analysis, the recommended strategy for PJT I as a Water Resources Management Company is the construction of Communal Industrial IPAL, which obtained the highest score under all conditions. This strategy is considered the most effective in delivering a significant and sustainable improvement in water quality.
