Abstract
Jalan Lintas Selatan Lot 3 Pantai Serang–Sumbersih di Kabupaten Blitar memiliki peran strategis sebagai penghubung kawasan wisata dan perkebunan tebu. Ruas ini direncanakan menggunakan perkerasan lentur, namun muncul kekhawatiran terkait potensi kerusakan akibat beban berlebih dari bus pariwisata dan truk pengangkut tebu, sehingga meningkatkan biaya perawatan dan rehabilitasi. Sebagai alternatif, perkerasan kaku dipertimbangkan karena memiliki ketahanan yang lebih baik, meskipun memerlukan biaya konstruksi awal yang lebih tinggi. Oleh karena itu, diperlukan studi untuk menentukan jenis perkerasan yang paling efisien.
Studi ini menggunakan metode Life Cycle Cost Analysis untuk membandingkan biaya konstruksi, perawatan, dan biaya pengguna jalan selama umur rencana 40 tahun. Analisis dilakukan dengan pendekatan present worth. Data diperoleh melalui survei lapangan serta data sekunder dari instansi terkait. Perhitungan struktur perkerasan berdasarkan Manual Desain Perkerasan Jalan 2024 dan perhitungan biaya operasional kendaraan berdasarkan PD T-15-2005-B.
Hasil analisis menunjukkan bahwa perkerasan kaku lebih efisien secara ekonomi, dengan total biaya siklus hidup sebesar Rp791.054.119.830,05, lebih rendah dibandingkan perkerasan lentur yang mencapai Rp993.666.456.665,83. Dengan demikian, terdapat selisih biaya sebesar Rp202.612.336.835,78. Penghematan tersebut berasal dari biaya konstruksi, perawatan, dan biaya pengguna jalan yang masing-masing lebih hemat Rp34.583.429.521,59, Rp29.521.556.130,34, dan Rp138.507.351.183,85. Oleh karena itu, perkerasan kaku merupakan alternatif yang lebih layak dan efisien secara ekonomi untuk diterapkan pada ruas jalan tersebut. Dari hasil studi ini, diharapkan dapat menjadi referensi dalam pemilihan jenis perkerasan jalan serupa di wilayah lain.

The Trans South–South Java Road Lot 3 section Pantai Serang to Sumbersih in Blitar Regency plays a strategic role as it connects tourist areas and sugarcane plantations. This road section is planned to use flexible pavement, but concerns have arisen regarding damage by overloaded vehicles such as tourist buses and sugarcane trucks, which could lead to increased maintenance and rehabilitaion costs. As an alternative, rigid pavement is considered due to its higher durability, despite its higher initial construction cost. Therefore, a study is needed to determine the most cost-efficient pavement type.
This study uses the Life Cycle Cost Analysis (LCCA) method to compare construction costs, maintenance costs, and user costs over a 40-year design life. The analysis is conducted using the present worth approach. Data were collected through field surveys and secondary data from relevant agencies. Pavement structure design based on Manual Desain Perkerasan Jalan 2024, and vehicle operating cost calculations are based on PD T-15-2005-B.
The results show that rigid pavement is more economically efficient, with a total life cycle cost of IDR 791.054.119.830,05, lower than that of flexible pavement at IDR 993,666,456,665.83. This results in a cost difference of IDR 202.612.336.835,78. The savings are derived from construction costs, maintenance costs, and user costs, amounting to IDR 34,583,429,521.59, IDR 29,521,556,130.34, and IDR 138.507.351.183,85, respectively. Therefore, rigid pavement is deemed a more feasible and economically efficient alternative for implementation on this road segment. The findings of this study are expected to serve as a reference in selecting pavement types for similar roads in other regions.
