Abstract
Perubahan iklim yang disebabkan oleh emisi gas rumah kaca, terutama dari sektor transportasi, merupakan tantangan global yang serius. Kota Surabaya, yang menyumbang 96% emisi karbon dari transportasi terhadap total emisi udara, menjadikan urgensitas tersendiri untuk segera mengadopsi kendaraan listrik sebagai bagian dari solusi transportasi yang berkelanjutan. Penelitian ini bertujuan untuk merumuskan rekomendasi terkait kriteria lokasi pengisian daya kendaraan listrik melalui analisis preferensi pengguna potensial. Fokus penelitian mencakup analisis preferensi pengguna potensial kendaraan listrik dalam memilih lokasi infrastruktur pengisian daya, serta analisis lebih lanjut berdasarkan karakteristik sosial-demografi dan administrasi wilayah, yang kemudian digunakan untuk merumuskan rekomendasi berbasis preferensi tersebut. Metode yang digunakan dalam penelitian ini adalah randomized conjoint analysis untuk mengidentifikasi preferensi pengguna potensial terhadap indikator lokasi, operasional, dan ekonomi, termasuk aksesibilitas, waktu tunggu, kapasitas infrastruktur, jarak antar stasiun pengisian kendaraan listrik umum, durasi pengisian, dan tarif. Estimasi preferensi dilakukan menggunakan regresi linear dengan penyesuaian galat terkumpul per individu, menghasilkan part-worth utilities. Selanjutnya, hasil estimasi dianalisis menggunakan pendekatan Importance-Based Strategic Formulation, yaitu metode yang merumuskan strategi pengembangan berdasarkan tingkat kepentingan relatif setiap atribut layanan. Nilai koefisien regresi digunakan untuk meranking atribut berdasarkan pengaruhnya, menghitung kontribusi relatif, dan memformulasikan strategi pengembangan SPKLU yang memprioritaskan atribut dengan dampak terbesar terhadap preferensi pengguna potensial. Hasil penelitian menunjukkan bahwa atribut terkait waktu (durasi pengisian dan waktu tunggu), biaya, serta kapasitas infrastruktur merupakan faktor yang paling memengaruhi responden dalam menentukan pilihan SPKLU. Diharapkan hasil penelitian ini dapat merumuskan rekomendasi komprehensif mengenai lokasi strategis dan atribut layanan yang sesuai dengan preferensi pengguna potensial, seperti lokasi dekat pusat aktivitas, teknologi pengisian cepat, dan tarif yang kompetitif. Penelitian ini dapat memberikan manfaat bagi pemerintah dalam mendukung perencanaan tata ruang yang inklusif dan ramah lingkungan, penyedia SPKLU dalam menentukan lokasi dan layanan yang optimal, serta masyarakat dalam mengakses layanan pengisian daya yang efisien dan terjangkau. Dengan demikian, hasil penelitian ini diharapkan dapat mempercepat adopsi kendaraan listrik dan mendukung pencapaian target pengurangan emisi karbon di Kota Surabaya.

Climate change induced by greenhouse gas emissions, particularly from the transportation sector, poses a significant global challenge. Surabaya City, contributing 96% of transportation-related carbon emissions to its total air pollution, underscores the urgent need to adopt electric vehicles (EVs) as part of a sustainable transportation solution. This study aims to develop recommendations for location criteria for EV charging infrastructure through an analysis of potential users preferences. The research focuses on examining the preferences of potential EV users in selecting charging station locations, along with further analysis based on socio-demographic characteristics and administrative regions. These insights are subsequently used to formulate preference-based recommendations. The methodological approach employs randomized conjoint analysis to identify potential users preferences across locational, operational, and economic indicators, including accessibility, waiting time, infrastructure capacity, distance between public EV charging stations, charging duration, and pricing. Preference estimations were conducted using linear regression with clustered standard errors by respondent, resulting in part-worth utilities. The estimated results were further analyzed using the Importance-Based Strategic Formulation approach, a method that formulates development strategies based on the relative importance of each service attribute. Regression coefficients were utilized to rank attributes by their influence, calculate their relative contributions, and formulate a strategic development framework for EV charging stations that prioritizes attributes exerting the greatest impact on potential users preferences. The results of the study indicate that attributes related to time (charging duration and waiting time), cost, and infrastructure capacity are the most influential factors in determining respondents preferences when choosing an EV charging station. The findings of this research are expected to provide comprehensive recommendations regarding strategic locations and service attributes aligned with potential user preferences, such as proximity to major activity centers, fast-charging technologies, and competitive pricing. This study is anticipated to benefit government stakeholders by supporting inclusive and environmentally friendly spatial planning, assist charging station providers in determining optimal locations and service offerings, and facilitate public access to efficient and affordable charging services. Ultimately, the research aims to accelerate EV adoption and contribute to achieving carbon emission reduction targets in Surabaya City.
