Abstract

Kota Surakarta merupakan wilayah dengan risiko banjir tinggi akibat luapan Kali Pepe, yang diperparah oleh perubahan tata guna lahan, kepadatan penduduk, serta tingginya debit di Bengawan Solo yang menyebabkan backwater di Kali Pepe pada bagian hilir. Penelitian ini bertujuan untuk memodelkan debit Sungai Kali Pepe menggunakan data hidrologi, topografi, dan tata guna lahan untuk menganalisis daerah rawan banjir berdasarkan kala ulang, 2, 5, 10, dan 25 tahun. Analisis hidrologi dilakukan dengan menggunakan metode thiessen polygon untuk menentukan hujan wilayah, yang selanjutnya digunakan untuk mentukan hujan rancangan menggunakan distribusi log pearson type III, debit rencana dihitung menggunakan 2 metode yaitu HSS nakayasu dan metode rasional. Permodelan dilakukan dengan aplikasi HEC-RAS 2D versi 6.6 dengan dua kondisi, pada kondisi pertama memodelkan Kali Pepe dengan kondisi Sungai Bengawan Solo memiliki muka air normal yaitu dengan debit sebesar 16.23 m3/s dan kondisi Sungai Bengawan Solo mengalami debit tertinggi sebesar 1254.6 m3/s, kedua kondisi tersebut digunakan untuk menghasilkan peta genangan banjir serta mengevaluasi efektivitas strategi pengurangan banjir. Ada dua alternatif yang digunakan, alternatif pertama berupa kolam retensi dibagian hulu dengan volume tampungan sebesar 315.000 m³ dan normalisasi pada bagian hulu sepanjang 2.23 km serta bagian hilir sepanjang 3,25 km, dengan efektivitas pengurangan genangan sebesar 64.23%, alternatif kedua adalah pembangunan kolam retensi di setiap subDAS, yaitu subDAS 1, 4, 5, 8, dan 9, yang mampu mereduksi volume limpasan sebesar 17,5% dan mereduksi genangan sebesar 49,46%. Temuan ini diharapkan dapat digunakan untuk meningkatkan kewaspadaan masyarakat sekitar Kali Pepe yang nantinya menjadi dasar kebijakan mitigasi banjir yang efektif dan berkelanjutan di Kota Surakarta.

Surakarta City is an area with a high risk of flooding due to the overflow of the Pepe River, which is exacerbated by changes in land use, population density, and high discharge in the Bengawan Solo which causes the Pepe River backwater in the downstream. This study aims to model the discharge of the Pepe River using hydrological, topographic, and land use data to analyze flood-prone areas based on return periods of 2, 5, 10, and 25 years. Hydrological analysis was carried out using the Thiessen polygon method to determine regional rainfall, which was then used to determine the design rainfall using the Log Pearson Type III distribution. The design discharge was calculated using 2 methods, namely the HSS Nakayasu and the rational method. Modeling was carried out using HEC-RAS 2D software with two conditions, in the first condition modeling the Pepe River with the condition of the Bengawan Solo River having a normal water level, namely with a discharge of 16.23 m3/s and the condition of the Bengawan Solo River experiencing the highest discharge of 1254.6 m3/s, both conditions were used to produce flood inundation maps and evaluate the effectiveness of flood reduction strategies. There are two alternatives used, the first alternative is a retention pond in the upstream section with a storage volume of 315,000 m³ and normalization in the upstream section along 2.23 km and the downstream section along 3.25 km, with an effectiveness of reducing inundation by 64.23%, the second alternative is the construction of retention ponds in each sub-watershed, namely sub-watersheds 1, 4, 5, 8, and 9, which are able to reduce runoff volume by 17.5% and reduce inundation by 49.46%. This finding is expected to be used to increase community awareness around the Pepe River which will later become the basis for effective and sustainable flood mitigation policies in Surakarta City.
