Abstract

Jalan Raya Menganti (Wiyung – Lakarsantri) merupakan salah satu jalan utama yang menghubungkan Kota Surabaya dengan Kabupaten Gresik. Ruas Lakarsantri memiliki tipe jalan 2 jalur 2 arah tidak terbagi (2/2 UD), sedangkan ruas Wiyung bertipe 4 lajur 2 arah terbagi (4/2 D) yang dipisahkan oleh saluran irigasi. Jalan ini menggunakan perkerasan lentur (aspal), namun mengalami kerusakan berat akibat tingginya volume lalu lintas, terutama dari kendaraan berat dan ODOL (Over Dimension Over Loading), dengan tingkat kerusakan mencapai 35,25% berdasarkan metode PCI (Paskalin Harming & Maliki, 2022) Selain itu, genangan air pasca hujan juga menjadi masalah utama, sehingga perkerasan kaku (rigid pavement) dinilai lebih sesuai untuk peningkatan kualitas jalan.
Perencanaan didahului dengan pengumpulan data primer berupa Lalu Lintas Harian Rata-rata (LHR) dan data sekunder seperti nilai CBR tanah dasar, peta topografi, dan data geometrik jalan dari Dinas Sumber Daya Air dan Bina Marga (DSDABM) Kota Surabaya. Data ini digunakan untuk menentukan kebutuhan pelebaran, tebal perkerasan, desain geometri jalan, dan Rencana Anggaran Biaya (RAB).
Panjang total ruas jalan yang direncanakan adalah 9,098 km, dari Wiyung ke Lakarsantri. Ruas Wiyung–Lidah Wetan dilebarkan menjadi 6/2 T dengan umur rencana 20 tahun, sementara Lidah Wetan–Lakarsantri menjadi 4/2 T dengan umur rencana 25 tahun, mengacu pada ROW 40 meter. Ruas ini memiliki 14 tikungan horizontal, terdiri dari 9 full circle, 3 spiral–circle–spiral, dan 2 spiral–spiral. Drainase dirancang menggunakan U-Ditch 1200x1200 mm di tepi jalan dan box culvert 3(2000x2500) mm di tengah.
Struktur perkerasan terdiri dari beton kaku K400 (255 mm), beton kurus 10 MPa (125 mm), LFA kelas A (200 mm), dan LFA kelas C (200 mm). Dowel berdiameter 38 mm dan tie bar 16 mm digunakan sebagai pengikat sambungan. Total estimasi biaya perencanaan jalan mencapai Rp 300.586.926.689.

Jalan Raya Menganti (Wiyung – Lakarsantri) is one of the primary roads connecting Surabaya City to Gresik Regency, part of the Gerbangkertosusila metropolitan area. The Lakarsantri section is a two-lane undivided road (2/2 UD), while the Wiyung section is a four-lane divided road (4/2 D), separated by an irrigation channel. The current pavement type is flexible (asphalt), but it has experienced significant damage due to high traffic volumes, including overloaded and over-dimensioned trucks (ODOL). The pavement distress level reaches 35.25%, measured using the Pavement Condition Index (PCI) method (Paskalin Harming & Maliki, 2022). Flooding and water ponding during the rainy season further contribute to deterioration. Rigid pavement is considered a more durable and long-lasting alternative for the planned improvement.
The planning process began with the collection of primary data, including Average Daily Traffic (ADT), and secondary data such as subgrade CBR values, topographic maps, road geometry, and traffic volume data provided by the Surabaya Department of Water Resources and Highways (DSDABM). These datasets were analyzed to determine required pavement thickness, road widening, geometric alignment adjustments, and cost estimation.
The planned improvement covers a total length of 9.098 km from Wiyung to Lakarsantri. The Wiyung–Lidah Wetan section will be widened to 6/2 T with a design life of 20 years, while the Lidah Wetan–Lakarsantri section will be expanded to 4/2 T with a 25-year design life, in accordance with the 40 meter Right Of Way (ROW). The road includes 14 horizontal curves: 9 full circles, 3 spiral–circle–spiral types, and 2 spiral–spiral transitions. Drainage is designed using 1200x1200 mm U-Ditch along the edges and 2000x2500 mm box culverts for the center drain.
The rigid pavement structure consists of a 255 mm concrete slab (K400), 125 mm lean concrete (10 MPa), 200 mm Class A LFA subbase, and 200 mm Class C LFA or granular fill. Dowel bars (38 mm diameter, 45 cm long) and tie bars (16 mm diameter, 70 cm long) are installed to ensure load transfer. The estimated total cost for the road improvement project is IDR 300,586,926,689.
