Abstract
Sistem Manajemen Keselamatan Konstruksi (SMKK) merupakan komponen dari sistem manajemen dalam pelaksanaan Pekerjaan Konstruksi yang bertujuan untuk memastikan tercapainya Keselamatan Konstruksi. Perencanaan Keselamatan Konstruksi melibatkan beberapa kegiatan, termasuk identifikasi bahaya, penilaian risiko, pengendalian risiko, dan peluang, serta merumuskan rencana tindakan yang tercantum dalam sasaran dan program, sekaligus memastikan pemenuhan terhadap standar dan regulasi Keselamatan Konstruksi. Pada Proyek Akhir Terapan kali ini, penulis merencanakan SMKK untuk pekerjaan Jembatan pada Proyek Pembangunan Jalan Tol Probolinggo – Banyuwangi Paket 3.Untuk tahap identifikasi bahaya, penilaian risiko, dan pengendalian risiko yang menjadi aspek penting dalam Perencanaan Keselamatan Konstruksi menggunkan metode HIRARC (Hazard Identification, Risk Assessment, and Risk Control). Selain itu, dasar hukum yang digunakan dalam proses identifikasi bahaya, penilaian risiko, dan pengendalian risiko merujuk pada Permen PUPR No. 10 Tahun 2021 mengenai pedoman sistem manajemen keselamatan konstruksi. Sementara itu, perhitungan biaya penyelenggaraan SMKK mengikuti Peraturan Menteri PUPR No. 8 Tahun 2023 tentang petunjuk teknis biaya untuk sistem manajemen keselamatan konstruksi. Hasil analisis Pekerjaan Jembatan Pada Proyek Jalan Tol Probolinggo Banyuwangi Paket 3 menunjukan 771 kemungkinan resiko bahaya dengan 31 bahaya resiko rendah, 528 bahaya resiko sedang, dan 212 bahaya resiko tinggi. Besaran biaya yang dibutuhkan untuk menyelenggarakan Sistem Manajemen Keselamatan Konstruksi (SMKK) sebesar Rp. 6.448.377.425.52. Presentase biaya SMKK terhadap nilai kontrak adalah 1,86 %.

The Construction Safety Management System (SMKK) is a component of the overall man-agement system in construction work implementation, aimed at ensuring the achievement of construction safety objectives. Construction safety planning involves several key activities, including hazard identification, risk assessment, risk and opportunity control, as well as the formulation of action plans reflected in safety objectives and programs, while ensuring compliance with relevant safety standards and regulations.In this Applied Final Project, the author designed the SMKK for the bridge work on the Probolinggo–Banyuwangi Toll Road Construction Project, Package 3. The processes of hazard identification, risk assessment, and risk control—critical components in safety planning—were carried out using the HIRARC method (Hazard Identification, Risk Assessment, and Risk Control). The legal framework for these processes refers to the Regulation of the Minister of Public Works and Public Housing (Permen PUPR) No. 10 of 2021 concerning guidelines for the construction safety management system. Meanwhile, the cost estimation for SMKK implementation follows Permen PUPR No. 8 of 2023, which provides technical guidance on safety management sys-tem budgeting.The analysis of bridge construction work in the Probolinggo–Banyuwangi Toll Road Project Package 3 identified 771 potential hazards, consisting of 31 low-risk haz-ards, 528 medium-risk hazards, and 212 high-risk hazards. The estimated cost required to implement the Construction Safety Management System (SMKK) is IDR 6.448.377.425.52. This amount represents 1.86% of the total project contract value
