Abstract
Kekeringan sering melanda daerah aliran Sungai Cibeet ketika musim kemarau yang
memberikan dampak cukup besar terhadap ketersediaan air baku dan irigasi di wilayah Bogor
terutama di Kabupaten Karawang. Bencana banjir di daerah hilir Sungai Citarum juga
menambah permasalahan yang menjadi perhatian bersama khususnya bagi daerah Provinsi
Jawa Barat. Adanya peningkatan pertumbuhan penduduk di Jawa Barat yang semakin pesat,
maka kebutuhan akan pangan pun semakin meningkat. Sehingga ketahanan pangan dan
kemandirian swasembada pangan merupakan salah satu program pemerintah yang menjadi
prioritas. Dimana salah satu program dalam ketahanan pangan adalah dengan membuka daerah
irigasi baru.
Agar terwujudnya konsep pengelolaan Sumber Daya Air (SDA) tersebut dengan baik,
maka penting sekali untuk dilakukan analisa studi optimasi pemanfaatan bendungan cibeet
untuk mewujudkan kebermanfaatan hasil yang optimal. Penentuan hasil optimasi pemanfaatan
waduk Cibeet mempertimbangkan kebutuhan air minimum sebagai air baku, kebutuhan irigasi,
dan pengendali banjir. Analisa optimasi pemanfaatan bendungan cibeet dilakukan dengan
menganalisis pemanfaatan waduk menggunakan program linier Add-Ins Solver Microsoft Excel
untuk dapat menentukan pemnfaatan berdasarkan keuntungan dengan pengaruh variable luas
tanam yang paling optimal dengan simulasi berbagai alternatif pola tata tanam yang dilakukan
Berdasarkan hasil analisa pada proyek akhir menunjukkan Bendungan Cibeet dapat
memberikan manfaat dan solusi Bendungan sebagai pemanfaatan air kebutuhan irigasi di
Kabupaten Bogor maupun supply irigasi teknis di Sal.induk Tarum Barat sebesar 2.820 ha.
Sebagai pemenuhan kebutuhan total air baku untuk Kabupaten Bogor kedepannya di tahun
2030 sebanyak 7,31 m3/dt, Kabupaten Karawang Sebanyak 4,21 m3/dt dan Kabupaten Bekasi
sebanyak 6,03 m3/dt, serta sebagai reduksi banjir dengan QPMF sebesar 70%. Hasil proyek
akhir ini juga menunjukkan bahwa alternatif 2 pola tanam dengan menggunakkan tanaman
padi-padi-padi dengan menghasilkan keuntungan jauh lebih maksimal sebesar
Rp188.319.434.330 pada pola operasi tahun basah 35% dan tahun normal 50% dan tahun kering
65% mendapat keuntungan kumulatif sebesar Rp176.746.834.330. Sedangankan untuk
simulasi pola operasi 90% dapat digunakkan rekomendasi alternatif tanam polowijo-padi-padi.

Droughts frequently hit the Cibeet River basin during the dry season, significantly
impacting the availability of raw water and irrigation in the Bogor region, particularly in
Karawang Regency. Flooding in the downstream areas of the Citarum River also adds to the
problems, which are a shared concern, particularly in West Java Province. Rapid population
growth in West Java has led to a growing demand for food. Therefore, food security and self
sufficiency are priority government programs. One such program is the development of new
irrigation areas.
To effectively implement this water resources (SDA) management concept, it is crucial
to conduct an optimization study on the utilization of the Cibeet Dam to achieve optimal
benefits. The determination of the Cibeet Reservoir utilization optimization results takes into
account minimum water requirements for raw water, irrigation, and flood control. The Cibeet
Dam utilization optimization analysis was conducted using the Microsoft Excel Solver Add
Ins linear program to determine optimal utilization based on profitability, with the influence
of the most optimal planting area variable, through simulations of various alternative planting
patterns.
The analysis results of the final project indicate that the Cibeet Dam can provide benefits
and solutions for utilizing irrigation water in Bogor Regency and supplying technical
irrigation in the West Tarum River basin, amounting to 2,820 ha. As a fulfillment of the total
raw water needs for Bogor Regency in the future in 2030 as much as 7.31 m3/sec, Karawang
Regency as much as 4.21 m3/sec and Bekasi Regency as much as 6.03 m3/sec, as well as
flood reduction with QPMF of 70%. The results of this final project also show that alternative
2 cropping patterns using rice-rice-rice plants produce much more maximum profits of
Rp188,319,434,330 in the wet year operating pattern of 35% and normal years 50% and dry
years 65% get a cumulative profit of Rp176,746,834,330. Meanwhile, for the simulation of
the 90% operating pattern, the alternative recommendation for planting polowijo-rice-rice can
be used.
