Abstract

Jalan merupakan prasarana transportasi darat yang menunjang keberlangsungan mobilisasi masyarakat. Maka dari itu, jalan memiliki fungsi yang vital bagi berbagai bidang kehidupan masyarakat seperti, politik, ekonomi, sosial dan pertahanan. Dengan peranan vital tersebut, kondisi jalan diwajibkan memenuhi standar-standar yang telah ditetapkan. Kabupaten Jombang merupakan salah satu daerah dengan jumlah penduduk terbanyak di Jawa Timur, yaitu sekitar 1.370.510 jiwa berdasarkan data BPS tahun 2024. Ruas jalan Kemlagi (Batas Kabupaten Mojokerto–Ploso) yang menjadi fokus penulis merupakan salah satu jalur alternatif karena menghubungkan Jombang dengan Surabaya dan dilalui kendaraan dari berbagai arah, termasuk kendaraan industri. Tingginya volume lalu lintas serta keberadaan pabrik di sepanjang ruas jalan ini menyebabkan kerusakan perkerasan seperti lubang dan gelombang, yang berdampak pada penurunan kenyamanan dan keselamatan pengguna jalan.
Evaluasi uji laik fungsi pada ruas jalan Kemlagi (Batas Kabupaten Mojokerto)-Ploso dilaksanakan dengan pelaksanaan survei secara langsung pada lokasi dengan mengisi form uji laik fungsi jalan yang mengacu pada Peraturan Kementrian Pekerjaan Umum Nomor 06/P/BM/2024 tentang Tata Cara dan Persyaratan Laik Fungsi Jalan. Evaluasi dilakukan dengan memperhatikan beberapa aspek pada jalan yang diteliti, seperti kondisi struktur perkerasan jalan, geometrik jalan, bangunan pelengkap, pemanfaatan bagian-bagian jalan, penyelenggaraan manajemen dan rekayasa lalu lintas dan perlengkapan jalan. Jalan Kemlagi (Batas Kabupaten Mojokerto)-Ploso membentang sepanjang 13.89 km.
Hasil survei menunjukkan bahwa dari 139 segmen yang telah dianalisis, terdapat sebanyak 30 segmen berada pada kategori bintang 2 yang tentunya diharuskan pekerjaan perbaikan, dan sisanya terdapat 109 segmen dalam kategori bintang 3 dengan sebagian segmen masih membutuhkan perbaikan. Berdasarkan penilaian tersebut, direkomendasikan perbaikan teknis pada sejumlah titik rawan seperti simpang, tikungan tajam,dan lainnya. Beberapa bentuk perbaikan meliputi pemasangan rambu peringatan, lampu isyarat lalu lintas, marka kejut (rumble strip), CAM (Chevron Alignment Marker), penambahan zebra cross, perbaikan lubang (potholes), pengaspalan ulang, serta penataan vegetasi pinggir jalan seperti penebangan pohon untuk meningkatkan jarak pandang. Selain itu, disusun juga Rencana Anggaran Biaya (RAB) perbaikan dengan nilai total sejumlah Rp 1,405,703,533.32 (termasuk PPN 11%)untuk mendukung pelaksanaan kegiatan secara terencana dan akuntabel.

Roads are land transportation infrastructures that support the continuity of public mobility. Therefore, roads serve a vital function in various aspects of society, including politics, economy, social life, and defense. Given this crucial role, road conditions are required to meet established standards. Jombang Regency is one of the most populous regions in East Java, with a population of approximately 1,370,510 people, based on data from Statistics Indonesia (BPS) in 2024. The Kemlagi–Ploso road section (bordering Mojokerto Regency), which is the focus of this study, serves as an alternative route connecting Jombang to Surabaya and is frequently used by various types of vehicles, including industrial transport. The high traffic volume and the presence of factories along the route contribute to pavement damage such as potholes and surface undulations, which in turn reduce road user comfort and safety.
The functional feasibility assessment of the Kemlagi–Ploso road was conducted through on-site surveys using the Road Functional Feasibility Test Form, in accordance with the Ministry of Public Works Regulation No. 06/P/BM/2024 on Procedures and Requirements for Road Functional Feasibility. The evaluation considered several aspects, including pavement structure condition, road geometry, complementary structures, usage of road components, traffic management and engineering, and road safety equipment. The Kemlagi–Ploso road spans a total length of 13.89 kilometers.
Survey results indicate that out of 139 analyzed segments, 30 segments were categorized as 2-star, which clearly require immediate repairs, while the remaining 109 segments fell into the 3-star category, though some of them also need improvements. Based on the assessment, technical improvements are recommended in critical areas such as intersections and sharp curves. Suggested actions include the installation of warning signs, traffic lights, rumble strips, Chevron Alignment Markers (CAM), zebra crossings, pothole repairs, road resurfacing, and roadside vegetation management (such as tree trimming to improve visibility). Additionally, a Repair Budget Plan (RAB) was prepared with a total estimated cost of IDR 1,405,703,533.32 (including 11% tax) to support the planned and accountable implementation of these activities.
