Abstract
Perkembangan pesat Kota Surabaya yang diiringi meningkatnya potensi risiko gempa bumi akibat jalur patahan aktif dan Sesar Kendeng menuntut penguatan resiliensi kelembagaan dalam menghadapi bencana. Sayangnya, dalam lima tahun terakhir (2019–2023), tingkat resiliensi kelembagaan Kota Surabaya masih tergolong cukup (rata-rata indeks 3,01 dari skala 5), dengan peningkatan yang relatif lambat. Penelitian ini bertujuan merumuskan strategi percepatan peningkatan resiliensi kelembagaan terhadap risiko gempa bumi melalui tiga tahapan. Pertama, penilaian indeks resiliensi kelembagaan dengan kerangka Climate and Disaster Risk Initiative (CDRI) menunjukkan bahwa terdapat dua indikator yang mengalami peningkatan lambat dalam rentang waktu 2019 – 2025, yaitu efektivitas kerangka manajemen krisis dan diseminasi serta manajemen pengetahuan. Kedua, analisis Matrice d'Impacts Croisés Multiplication Appliquée à un Classement (MICMAC) mengungkap bahwa variabel struktural seperti perencanaan dan regulasi memiliki pengaruh kuat terhadap sistem, sementara aspek respons krisis dan pembelajaran lebih berperan sebagai variabel penghubung yang belum menjadi penggerak utama. Ketiga, melalui analisis Multi-criteria Policy (MULTIPOL), dirumuskan lima rencana aksi strategis: (1) asesmen gempa dan pemberian Sertifikat Laik Fungsi (SLF), (2) penyusunan Rencana Penanggulangan Bencana berbasis gempa, (3) pengesahan MoU lintas daerah untuk koordinasi PRB, (4) penguatan kapasitas kawasan, dan (5) penyusunan SOP dan mekanisme kerja sama lintas wilayah. Strategi percepatan yang diusulkan menekankan pentingnya intervensi besar dan mendasar, melalui evaluasi program secara menyeluruh, mengalokasikan sumber daya baru, dan reformasi program. Strategi ini diharapkan dapat mengatasi stagnasi yang selama ini terjadi dan menjadi titik balik dalam peningkatan resiliensi kelembagaan Kota Surabaya terhadap risiko gempa bumi.

The rapid development of Surabaya City, accompanied by the increasing risk of earthquakes due to active fault lines and the Kendeng Fault, demands the strengthening of institutional resilience in disaster management. Unfortunately, over the past five years (2019–2023), the level of institutional resilience in Surabaya remains moderate (with an average index score of 3.01 out of 5), showing relatively slow progress. This research aims to formulate strategies for accelerating the enhancement of institutional resilience to earthquake risk through three stages. First, the institutional resilience index assessment using the Climate and Disaster Risk Initiative (CDRI) framework reveals two indicators with the slowest improvement from 2019 to 2025: the effectiveness of the crisis management framework and the dissemination and management of disaster-related knowledge. Second, the Matrice d'Impacts Croisés Multiplication Appliquée à un Classement (MICMAC) analysis shows that structural variables such as planning and regulation have a strong influence on the system, while crisis response and institutional learning play a more intermediary role and have yet to become main drivers. Third, the Multi-criteria Policy (MULTIPOL) analysis proposes five strategic action plans: (1) earthquake assessment and issuance of Building Feasibility Certificates (SLF), (2) development of an earthquake-focused Disaster Management Plan, (3) ratification of inter-regional MoUs for disaster risk reduction (DRR) coordination, (4) strengthening area-based prevention and preparedness capacity, and (5) formulation of standard operating procedures (SOP) and formal mechanisms for interregional cooperation. The proposed acceleration strategy highlights the need for transformative and fundamental interventions through comprehensive program evaluations, new resource allocation, and structural reforms. This strategy is expected to overcome the current stagnation and serve as a turning point in enhancing the institutional resilience of Surabaya City to earthquake disaster risk.
