Abstract

The Patimban Access Toll Road is one of the National Strategic Projects that connects Patimban Port with the Cikopo-Palimanan (Cipali) Toll Road, with a total length of 37.05 km. One of the toll segments currently under construction is located in Subang Regency, connecting the Cikampek-Palimanan Toll Road to Patimban Port with a total length of 5.5 km. Soil investigation results indicate that
the subgrade along this toll road segment consists of clay, with soft to medium consistency extending to a depth of up to 9 meters. The construction of this segment
is targeted to be completed within one year. Given the limited construction timeframe, the existing design of the Patimban Access Toll Road Package 3 is planned to utilize preloading without Prefabricated Vertical Drains (PVD)
combined with geotextile reinforcement. This raises concerns that the consolidation process may not achieve a 90% degree of consolidation (U90) within the one-year construction period, and that the post-construction settlement rate during the service life may not comply with the permissible limits set by the Ministry of Public Works and Housing (PU Bina Marga). Therefore, the objective of this study is to evaluate the existing design and determine the appropriate ground improvement method to ensure that the embankment of the Patimban Access Toll Road meets both consolidation and stability requirements. The analysis results show that the embankment design satisfies the required safety factor (SF) of 1.5. However, the planned consolidation under the
existing design does not achieve U90 within the one-year construction period, and the post-construction settlement rate exceeds the allowable limits set by PU Bina
Marga. To accelerate consolidation and eliminate excessive settlement, the design improvement involves increasing the preloading embankment height combined with the installation of PVDs in a square pattern with 1.75 m spacing and a
penetration depth of 9 m. The use of soil replacement as a method to accelerate consolidation is deemed ineffective, as it cannot achieve U90 within the one-year construction timeframes
