Abstract
Sungai Karang Mumus, anak sungai Mahakam di Samarinda, memiliki peran penting sebagai jalur transportasi dan mendukung aktivitas ekonomi masyarakat. Namun, pemukiman padat di bantaran sungai rentan terhadap kebakaran akibat material bangunan yang mudah terbakar dan akses terbatas bagi armada pemadam darat. Penelitian ini bertujuan untuk menganalisis kebutuhan pemadam kebakaran di Sungai Karang Mumus, merancang kapal pemadam kebakaran sebagai solusi, serta menyusun pola operasinya. Metode yang digunakan meliputi analisis data kebakaran dengan simulasi Monte Carlo, perhitungan desain kapal berdasarkan regresi ukuran utama, dan analisis perbandingan biaya-manfaat antara armada darat dan laut. Hasil penelitian menunjukkan bahwa armada darat saat ini tidak efektif menjangkau bantaran sungai, dengan waktu respons rata-rata 7,6 menit dan durasi operasi 36,19 menit. Sebaliknya, kapal pemadam kebakaran mampu menjangkau area sulit dengan waktu respons 5,55 menit dan durasi operasi 4 menit, serta menghemat biaya kerugian hingga Rp2.557 juta. Desain konseptual kapal memiliki ukuran utama LOA 18 m, LPP 17 m, lebar 7 m, draft 1,5 m, tinggi 2,9 m, dan kecepatan 9,8 knot. Pola operasi kapal mencakup dua pangkalan untuk menjangkau lima kelurahan rawan kebakaran. Penelitian ini menyimpulkan bahwa pengadaan kapal pemadam kebakaran lebih optimal dibandingkan penambahan truk pemadam untuk mengurangi dampak kebakaran di bantaran Sungai Karang Mumus.

The Karang Mumus River, a tributary of the Mahakam River in Samarinda, plays a vital role as a transportation route and supports the economic activities of local communities. However, densely populated settlements along its banks are highly vulnerable to fires due to flammable building materials and limited access for land-based firefighting fleets. This research aims to analyze the firefighting needs along the Karang Mumus River, design a fireboat as a solution, and develop its operational pattern. The methodology includes fire data analysis using Monte Carlo simulation, vessel design calculations based on main dimension regression, and a cost-benefit comparison between land and marine fleets. The results indicate that the current land-based fleet is ineffective in reaching riverbank areas, with an average response time of 7.6 minutes and an operational duration of 36.19 minutes. In contrast, a fireboat can access hard-to-reach areas with a response time of 5.55 minutes and an operational duration of 4 minutes, while saving up to Rp2.557 million in potential losses. The conceptual vessel design features a length overall (LOA) of 18 m, length between perpendiculars (LPP) of 17 m, beam of 7 m, draft of 1.5 m, height of 2.9 m, and a speed of 9.8 knots. The operational pattern includes two bases to cover five fire-prone villages. This study concludes that acquiring a fireboat is more optimal than adding fire trucks to mitigate fire impacts along the Karang Mumus River banks.
