Abstract
Kehilangan air merupakan permasalahan yang umum terjadi pada Perusahaan Daerah Air Minum (PDAM), termasuk PDAM Kabupaten Lamongan yang pada tahun 2020 mencatat tingkat kehilangan air lebih dari 25%. Kondisi ini menimbulkan kerugian bagi perusahaan maupun pelanggan, karena air yang hilang tidak dapat dimanfaatkan. Kehilangan air terbagi menjadi dua kategori, yaitu kehilangan fisik akibat kebocoran pada jaringan pipa distribusi dan sambungan pelanggan, serta kehilangan non-fisik yang disebabkan oleh ketidakakuratan pencatatan, kerusakan atau kalibrasi meter air yang buruk, dan kesalahan administratif lainnya. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis tingkat kehilangan air di PDAM Kabupaten Lamongan, khususnya di wilayah Kecamatan Lamongan, melalui pengukuran besaran kehilangan, penelusuran sumber kehilangan, serta evaluasi faktor-faktor yang memengaruhi tingginya kehilangan air. Tugas akhir ini diawali dengan proses studi literatur terkait kehilangan air yang terjadi di Indonesia. Data primer yang dikumpulkan meliputi pengukuran akurasi meter air pelanggan menggunakan survei meter air yang digunakan sebagai acuan untuk membandingkan volume air yang tercatat oleh meter pelanggan. Selanjutnya, data sekunder dari PDAM Kabupaten Lamongan dikumpulkan, termasuk peta jaringan dan pelayanan, alamat dan jumlah pelanggan, volume input sistem distribusi, volume air yang terjual, konsumsi resmi tanpa tagihan, serta tarif air. Data ini dianalisis untuk menentukan jumlah dan lokasi sampel, sesuai metode yang tercantum dalam SNI 05-0666 tahun 1997. Data hasil pengukuran kemudian diolah untuk menyusun neraca air menggunakan bantuan software WB-EasyCalc. Setelah itu, kerugian akibat kehilangan air dapat dihitung dan strategi penurunan kehilangan air dapat ditentukan dengan bantuan software epanet. Dari hasil penelitian diketahui tingkat kehilangan air sebesar 25,41%, volume kehilangan air sebesar 368.321 m3 dalam periode 90 hari, estimasi kerugian dari kehilangan air sebesar Rp. 1.950,921.752,00 per 90 hari, dan penyebab kehilangan air tersebut. Selanjutnya dilakukan Upaya berupa pemasangan PRV, manajemen tekanan, dan juga penggantian meter air guna menurunkan tingkat kehilangan air yang ada. Dan setelah strategi diterapkan didapat volume air terselamatkan sebesar 8.493,06 m3/bulan dengan penerapan strategi utama dan strategi pendukung. Penelitian ini diharapkan dapat menjadi dasar dalam perumusan strategi pengendalian kehilangan air yang lebih efektif, guna meminimalkan kerugian dan meningkatkan efisiensi operasional sistem distribusi air.

Water loss was a common problem for regional water companies (PDAM), including PDAM Kabupaten Lamongan, which recorded a water loss rate of more than 25% in 2020. This situation caused losses for both the company and customers, as the lost water could not be utilized. Water loss was divided into two categories: physical loss due to leaks in the distribution pipeline network and customer connections, and non-physical loss caused by inaccurate recording, damaged or poorly calibrated water meters, and other administrative errors. This study aimed to identify and analyze the level of water loss at PDAM Lamongan Regency, particularly in the Lamongan District, through measuring the extent of loss, tracing the sources of loss, and evaluating the factors that influenced the high level of water loss. This final project began with a literature review on water loss in Indonesia. Primary data collected included measurements of the accuracy of customer water meters using a water meter survey as a reference to compare the volume of water recorded by customer meters. Additionally, secondary data from the Lamongan District Water Supply Company (PDAM) was collected, including network and service maps, customer addresses and numbers, system distribution input volume, sold water volume, official consumption without billing, and water tariffs. This data was analyzed to determine the number and location of samples, in accordance with the method outlined in SNI 05-0666 of 1997. The measurement results were then processed to compile a water balance using the WB-EasyCalc software. Subsequently, water loss was calculated, and strategies to reduce water loss were determined using the EPANET software. From the research results, it was found that the water loss rate was 25.41%, the volume of water loss was 368,321 m³ over a 90-day period, and the estimated financial loss from the water loss amounted to Rp. 1,950,921,752.00 per 90 days. The causes of the water loss were also identified. Furthermore, efforts were made in the form of PRV installation, pressure management, and water meter replacement to reduce the level of existing water loss. After the strategy was implemented, the volume of water saved reached 8,493.06 m³ per month with the implementation of main strategies and supporting strategies. This research was expected to serve as the basis for formulating a more effective water loss control strategy, in order to minimize losses and improve the operational efficiency of the water distribution system.
